EMERGENCY MANAGEMENT SPECIALIST

Summary You will serve as a EMERGENCY MANAGEMENT SPECIALIST of COMMANDER, NAVY REGION NORTHWEST. Responsibilities You will serve as the subject matter expert in the emergency management functions to include policy, procedures, biological, radiological and national incident management system. You will develop standard operating procedures (SOPs), emergency operations plans (EOPs) and other written guidance to support region operations center (ROC) operations to include battle watch operations. You will maintain a current knowledge of mass warning and notification systems and be able to provide system oversight of operations, exercise and maintenance of mass warning and notification systems throughout the region. You will act as the subject matter expert on radio communications systems, defense red switch network capabilities, communications, computer systems, and communications plans and planning. You will conduct operator level maintenance, trouble shooting, and repairs and coordinates repair activity from start to completion. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience utilizing knowledge of emergency management and related directives, policies, regulations, procedures for example; NRF, NDRF, Homeland Security Presidential Directives (HSPDs), NIMS, DSCA, DoD, DoN, consequence management (CM); 2) Experience operating a mobile communications center to provide a command and control platform for Region Operations Center (ROC) COOP; 3) Experience utilizing knowledge of ROC Operations in an all-hazards environment; 4) Experience planning, budgeting, and executing financials for ROC operations; 5) Experience troubleshooting ROC communication and electronic infrastructure, knowledge of systems, how multiple systems work together.
