The Trade Compliance Manager must quickly learn and apply information across a broad range of business operations and departments. As Pacific Seafood transitions ADD/CVD-covered imports from DDP to FOB terms and assumes Importer of Record (IOR) status, this role will lead customs and clearance compliance for the transition and serve as the company's first in-house licensed customs broker. The Trade Compliance Manager is responsible for managing trade compliance for international shipments, including import and export documentation, customs clearance requirements, and proper use of licenses, exceptions, and exemptions. The role also maintains compliance policies and procedures, conducts internal audits, trains internal stakeholders, and monitors compliance standards to reduce risk and support consistent execution across the organization.

Key Responsibilities

Process and Policy Management:

• Manage end-to-end customs clearance for FOB/IOR entries, including entry review, classification, and valuation
• Own HTS classification accuracy and valuation methodology across the ADD/CVD-covered SKU base
• Serve as primary liaison with external customs brokers, U.S. Customs and Border Protection (CBP), and our surety on bonding capacity and requirements
• Manage Importer Security Filing (ISF) compliance and entry documentation ahead of CBP deadlines
• Build and maintain the supplier documentation program — production certificates, chain-of-custody records, audit rights — in coordination with Procurement
• Track cash deposit rates and administrative review status for ADD/CVD entries; provide inputs to Finance for reserve accounting
• Monitor Federal Register publications and administrative review outcomes affecting covered products
• Work with logistics, legal, finance, and operations teams to ensure smooth international trade processes

Regulatory Compliance and Documentation Management:

• Support recordkeeping and reasonable-care documentation for CBP compliance and audit readiness
• Interpret and apply international trade laws, including ITAR, EAR, OFAC, FTR, and other relevant regulations to ensure organizational adherence
• Prepare, review, and maintain import/export documentation such as commercial invoices, packing lists, certificates of origin, and shipper's letters of instruction
• Use trade management software, automation tools, and data analytics platforms to monitor compliance efficiently
• Develop and implement trade compliance policies, procedures, and corrective actions to align with company objectives
• Conduct internal audits, monitor compliance programs, and identify potential risks in trade operations

What You Bring To Pacific Seafood

Required:

• Bachelor's degree from an accredited college or university in business, finance, ethics, risk management, international trade or a related field.
• 4-6+ years' experience in a trade compliance role.
• Strong computer skills in MS Office Suite, primarily Word and Excel.
• Active U.S. Customs Broker license
• Demonstrated experience managing ADD/CVD entries specifically, not just general customs entry
• Working knowledge of ISF filing, HTS classification, and CBP audit/inquiry response
• Experience with continuous customs bonds and surety relationships

Preferred:

• Food, seafood, or cold chain import experience
• Experience with transshipment/origin verification and EAPA-related compliance issues

Physical Requirements:

• Sedentary work; walking and standing are required only occasionally.

• Fingering: picking, pinching, typing, or otherwise working primarily with fingers rather than the whole hand.
• Talking: expressing or exchanging ideas by means of the spoken word, including conveying detailed or important spoken instructions accurately, loudly, or quickly.
• Hearing: perceiving the nature of sounds at normal speaking levels with or without correction and receiving detailed information through oral communication.
• Close visual acuity to prepare and analyze data and figures, transcribe, view a computer terminal, and perform extensive reading.
• Repetitive motion involving the wrists, hands, and/or fingers.
• Occasionally lift and/or move up to 25 pounds.

Working Conditions:

• Office as well as warehouse environment.
• Moderate noise level in the work environment.
• Plant exposure to wet, cold, and/or humid temperatures.
• Standard office equipment and heavy machinery.
