Nuclear Licensing Engineer II/III - License Renewal

Support major commercial nuclear station initiatives by providing regulatory, licensing, and environmental-review expertise for engineering projects and license-renewal work. This engineer will coordinate with project teams, plant organizations, industry partners, supporting vendors, and the U.S. Nuclear Regulatory Commission while keeping station leadership current on applicable policies, rules, and standards.

The strongest fit is a licensing engineer with an engineering degree or Professional Engineer license, hands-on experience in an NRC- or DOE-regulated nuclear environment, and direct exposure to license renewal, aging-management programs, or technical review of renewal applications.

Location: Richland, Washington

Schedule: Monday-Thursday, 4x10 schedule

Work Setting: Onsite

Contract Duration: Long-term contract opportunity with the ability to extend over 5-10 years based on performance, business need, funding, and client approval

Pay Rate: $65-$76 per hour, depending on approved level and experience

Per Diem: $216 per day, seven days per week for the first 12 months, for eligible contractors whose permanent residence is more than 100 miles from the worksite. This equals approximately $78,840 in non-taxed per diem for a full eligible year.

Responsibilities

  • Provide regulatory support for significant commercial nuclear station initiatives and engineering projects.
  • Advise project and management teams on nuclear safety, licensing, regulatory, and environmental issues; identify concerns early and help drive them to resolution.
  • Develop strategic guidance and recommendations on matters that affect regulatory and environmental project performance.
  • Interface with engineering project teams, station organizations, supporting vendors, industry peers, work groups, and the NRC.
  • Support license-renewal activities, including technical reviews, aging-management program work, and preparation or evaluation of supporting documentation.
  • Support environmental reviews, including field or onsite visits when required, and coordinate with specialists in licensing and environmental law.
  • Track evolving licensing and environmental policies, rules, standards, and industry guidance; communicate practical impacts to technical and nontechnical stakeholders.
  • Represent the organization in regulator interactions, industry committees, workshops, and conferences when assigned.
  • Apply engineering principles and regulatory judgment to routine and moderately complex issues while providing guidance to other team members within the approved level of responsibility.
  • Prepare clear written products and presentations for audiences with different levels of technical knowledge.

Qualifications

  • U.S. citizenship and the ability to meet commercial nuclear site-access requirements.
  • Experience in an NRC- or DOE-regulated nuclear environment, with commercial nuclear power plant licensing experience strongly preferred.
  • Working knowledge of regulatory-affairs practices, nuclear licensing processes, engineering principles, and technical problem solving.
  • Proficiency with Microsoft Office and the ability to produce clear, technically accurate written work.
  • Effective verbal communication with technical, management, regulatory, and nontechnical audiences.
  • Level II: Bachelor's degree in Engineering from an accredited college or university plus 3 years of engineering experience in a technical environment, including at least 2 years in an NRC- or DOE-regulated nuclear environment; OR a PE license obtained by accredited examination plus 5 years of technical engineering experience, including at least 2 years in an NRC- or DOE-regulated nuclear environment.
  • Level III: Bachelor's degree in Engineering from an accredited college or university plus 7 years of engineering experience in a technical environment, including at least 2 years in an NRC- or DOE-regulated nuclear environment; OR a PE license obtained by accredited examination plus 7 years of technical engineering experience, including at least 4 years in an NRC- or DOE-regulated nuclear environment. Level III also requires at least one diverse assignment.
  • High school diploma or GED required.

Preferred Qualifications

  • Prior support of license-renewal or subsequent-license-renewal efforts for an operating commercial nuclear power plant.
  • Experience technically reviewing license-renewal applications or NRC requests for additional information.
  • Participation in nuclear-industry committees or working groups associated with license renewal.
  • Experience developing, implementing, auditing, or inspecting aging-management programs.
  • Experience with 10 CFR Part 54, GALL/GALL-SLR guidance, station licensing-basis documents, environmental reviews, and regulator-facing deliverables.

  • Official CRG plan documents and carrier materials control eligibility, coverage, exclusions, limits, waiting periods, payroll deductions, and employee costs.
  • Washington employees accrue at least 1 hour of paid sick leave for every 40 hours worked, equal to approximately 52 hours or 6.5 eight-hour days over a 2,080-hour work year. Accrued leave is available for use after 90 calendar days of employment, and at least 40 unused hours carry over to the next accrual year, subject to applicable law and CRG policy.
