Behavioral Health Provider (O-5 Billet) Non-Supervisory

Summary Behavioral Health Provider will deliver mental health assessment, counseling, and case management for ICE detainees. Duties include clinical evaluation, treatment planning, crisis intervention, staff education, and coordination with multidisciplinary teams. Requires a doctoral or master's degree, a clinical license, and 4+ years of experience. This position is non‑supervisory but may serve as Team Lead. Responsibilities Behavioral health clinical practice. Serves as a behavioral health and substance abuse consultant within the facility. Conduct behavioral health assessment, evaluation, and diagnosis of detained non‑citizens. Provides supportive counseling, psychotherapy, substance abuse education, and group therapy utilizing psycho‑educational and other evidence‑based treatment modalities (may be delivered in‑person or virtually). Utilizes the electronic medical record (EMR) for clinical documentation and processing of telephone encounters. Promotes and facilitates multidisciplinary (interprofessional collaboration) treatment approach to care for detained non‑citizens. Behavioral healthcare planning, evaluation, and development. Coordinates with CD, HSA, RBHC, BHCC, and PSP in response to Civil Rights and Civil Liberties findings. Collaborates with the CD or designee to provide behavioral health education and guidance to staff about chemically dependent detained non‑citizens. Reviews reports (e.g., Executive Dashboard) and communicates regularly with leadership on trends, challenges, and impacts on Behavioral Health operations. Participates in review of behavioral health processes and procedures; serves on the local performance improvement committee and assists in clinical performance risk identification and improvement. Performs other duties and responsibilities as assigned. Maintains ongoing communication with physicians, PSP providers, and APPs regarding medication compliance. Collaborates in multidisciplinary team approach to plan and implement treatment for detained non‑citizens with mental health conditions. Coordinates with BHU HQ to facilitate continuity of care. Provides referral to higher‑level care (HLOC) psychiatric treatment facilities for serious mental illness cases as clinically indicated. Provides consultation on housing recommendations, suicide risk management, PREA issues, care of transgender individuals, and other behavioral health‑related needs. Facilitates referral to psychiatric hospitalization, specialized community treatment, residential placement, or other behavioral health‑specific care services. Works with ICE/OPLA legal counsel to provide written evaluation reports on the mental health status of individuals placed on the SMI list. Maintains registry of detained non‑citizens identified as having SMI and reports using the Mental Health Review form (IHSC‑883). Facilitates contacts between detained non‑citizens and their social support systems. Establishes and maintains liaison with CD, HSA, PSP, BHU HQ and other IHSC personnel to ensure continuity of behavioral health services. Serves as field expert on BHU policy workgroup team. Leads or participates in peer review process as outlined by credentialing guidelines. Attends periodic meetings with BHU HQ and facilitates new behavioral health initiatives aligned with policy. Conducts Behavioral Health Provider competency training for behavioral health staff (PHS, civilian, and contractor). Provides education and training to ICE and medical staff on suicide prevention, hunger strike, abuse and neglect, and on victims of torture. Travels to BHU HQ for training and education as required. Requirements and Conditions of Employment U.S. citizenship is required. Successful background investigation and drug screen are required. Males born after 12/31/59 must certify registration with Selective Service. Applicants must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate. Office of the Deputy Assistant Director of Clinical Services places a 18‑ to 24‑month service commitment with IHSC. Applicants must not have a current Assignment Pay Agreement; if they do, it must be fulfilled within 90 days of application submission. Qualifications Doctoral degree (Ph.D., Psy.D., or equivalent) in clinical or counseling psychology, or a master’s degree (MSW) in social work accredited by CSWE. Valid, unrestricted clinical license in psychology or social work. Minimum of 4 years post‑licensure clinical experience. Knowledge of psychological testing, evaluation, diagnosis, and treatment, and experience with evidence‑based treatment modalities. BLS certification. Superior oral and written communication skills. Physical Demands Hazardous duty assignment requiring walking unaided at a normal pace for up to 5 minutes and maintaining balance. Walking briskly or jogging up to a quarter mile. Performing CPR or emergency care while standing or kneeling. Assisting sick, injured, or aging detainees or staff, potentially lifting and carrying up to 30 pounds. Ability to see, hear, and smell with aids if necessary. Alternate between kneeling and standing easily. Sitting and/or standing for extended periods (6‑8 hours). Perform duties in a stressful and austere environment without physical limitations. Education Doctoral degree (Ph.D., Psy.D., or equivalent) in clinical or counseling psychology, or a master’s degree (MSW) in social work accredited by CSWE.
