Program Manager

Description Position Title: Program Manager Program/Location: TMHA Wellness Centers and Education Program – San Luis Obispo County Position Summary: Under the supervision of the Education and Advocacy Director, the Program Manager for the TMHA Wellness Centers and Education Program is responsible for the management of all program elements, outreach and promotion of program activities, and collaboration and networking with TMHA programs and community partners at the mental health community wellness centers in San Luis Obispo County. The Program Manager hires, trains and supervises staff, and directs the coordination of volunteers, interns, and member leaders. The Wellness Centers are located in Atascadero, San Luis Obispo, and Arroyo Grande, providing person centered wellness and recovery support, education, advocacy services, volunteer opportunities, community collaborative services, social rehabilitation classes, groups and activities for adults who are engaged in mental health recovery. Education services include working with education staff to offer Mental Health First Aid, NAMI’s Peer to Peer, and WRAP to the community. The Program Manager oversees the Peer Advisory and Advocacy Team (PAAT) and will help coordinate PAAT needs, functions meetings and events. PAAT is a consumer advisory council of mental health stakeholders that supports an integrated system that reflects the principles of hope and choice, promotes a recovery environment, encourages education, honors each individual’s spiritual pathway, and embraces self-awareness and compassion for others. Hours/Salary: Full-time, exempt position. Anticipated hiring range is $76,440-$83,000 annually. Responsibilities and Duties:

1. Understand, implement, and ensure social rehabilitation standards, wellness & recovery philosophy, a person centered vision and trauma-informed approach in all aspects of the program. Promote the basic tenets of mental health recovery: Hope, Education, Personal Responsibility, Independence, Empowerment, Self-Advocacy, Personal Development, and Support. This includes promoting a shift of focus in mental health care from symptom control to prevention, early intervention, strength based recovery with focus on living mentally, physically, emotionally, and spiritually well.
2. Ensure a clean, safe, healthy, welcoming, resourceful, and supportive environment in all wellness centers. Review wellness centers and programs within the centers to ensure compliance with program policies, recognized professional ethical standards, Medi-Cal site certification, safety and program site maintenance standards. Ensure supports provided by all Wellness Centers are gauged for multiple age groups, and various cultures with focus upon community connection, wellness, recovery, advocacy, independence, and empowerment.
3. Ensure that diversity, inclusion and equity are imbued in all program activities and sites, and that staff are trained and supported with these elements in mind.
4. Oversees the education program components, including: Mental Health First Aid, NAMI’s Peer to Peer, and WRAP. This includes planning, scheduling, and marketing the classes, and researching other education curricula to bring to the community.
5. Arrange for guest speakers to present at PAAT general meetings each month based on member input.
6. Assist with the coordination and implementation of events, meetings and social gatherings for PAAT and community members.
7. Meet weekly with the Division Director, Center Supervisors, and Education Assistant to discuss program issues, collaborate to resolve daily issues, staff and members concerns/successes, collaborate on program development, agency collaborations, outreach and marketing opportunities, program evaluation, and budget oversight.
8. Communicate program issues to the Division Director; evaluate staff performance, program development, budget oversight, agency collaborations, and contract outcomes. Make recommendations to the Division Director for program changes or enhancements.
9. Attend and/or facilitate program related meetings as needed.
10. Function as a role model to members, staff and participants ensuring that appropriate and effective interactions, communication and work behavior are taking place.
11. Coordinate and facilitate wellness center specific trainings and agency employee trainings (ie. Group Facilitation Training, Crisis Prevention Training, Team Development days, Monthly All Team Meeting etc.)
12. Promote, encourage and maintain trauma-informed practices in all services and activities.

Practice and promote, both individually and in team meetings, TMHA’s Collaborative Communication Guidelines in order to facilitate clear, empathetic and person-centered communication. 13. Implement agency policies and ensure accurate program paperwork; this includes time sheets, petty cash, attendance forms, receipts, surveys, and program outcome/output reporting. 14. Assist staff to help consumer members develop and utilize self-help skills and strategies that complement their personal health goals. 15. Assist staff in building appropriate relationships with members through effective communication techniques. Provide guidance, redirection, support, and problem solving to employees. 16. Promote general empowerment, self-care, and skill building for members. This includes coordinating transportation, trainings, and recreational, volunteer, prevocational and educational activities. These opportunities should encourage members to develop a wellness & recovery support system that is individualized, and assists members in linking with their communities and giving back to their communities. 17. Work with Cal Poly, Cuesta College, Alan Hancock College, and other schools, agencies and organizations that provide undergrad interns, counseling interns, volunteers and coordinators. Recruit, train, and supervise volunteers and interns (i.e. including Psych Techs from Atascadero State Hospital & Nursing Students from Cuesta College) 18. Provide marketing and outreach presentations to educate the community regarding classes being offered and TMHA Wellness Center supports, services, internships, and volunteer opportunities. Work with TMHA’s marketing coordinator to update TMHA website, wellness center face book page, flyers, handouts, brochures and other wellness center marketing and social media materials. 19. Review all program documentation and contract outcomes to ensure adherence to Medi-Cal documentation and county contract standards. Work as a liaison with County Mental Health staff and TMHA staff to maintain and update documentation standards as well as oversight in the timely delivery of treatment plan updates and progress noted. Train new employees on documentation standards including county policies and procedures. 20. Ensure that support groups participants and members of the centers have an opportunity to evaluate the services they receive at the wellness centers (i.e. consumer satisfaction survey, support group participant survey, member outcome surveys etc.) 21. Hire, train, support, supervise and develop wellness center staff, volunteers, and interns; this includes interviews, training, evaluations, consultations, terminations and scheduling of all staff, including scheduling time off. Train staff on agency and programmatic policies and procedures and self-care strategies. 22. Complete required hours of in-service training and attend all required meetings and monitor staff completion of the same. Promote and facilitate the development of additional training to meet specific program needs. 23. Work collaboratively with staff, consumers, community groups, the Peer Advisory and Advocacy Team (PAAT), Outreach and Education staff, Santa Barbara County RLC’s, TMHA Housing Programs, and other agencies, businesses and community partners, promoting community interaction and integration at all levels. 24. Lead event planning efforts to promote community involvement in the centers by coordinating and organizing the following community events (e.g., Women’s Luncheon, Summer BBQ, TMHA Holiday party, Halloween Party, etc.). 25. Develop, coordinate and implement member leadership opportunities (i.e. outreach events, presentations, program ambassadors/assistants etc.). 26. Attend collaborative meetings to continue promotion of wellness center services, contract outcomes, and funding sources (i.e. MHSA meetings, County funding meetings, Behavioral Health Board meetings, etc.). 27. All other duties as assigned. Job Environment:

1. Light, physical activity. May include moving or lifting up to 50 lbs.
2. Involves moderate risks that require safety precautions and the risk of exposure to potential crisis situations.
3. Position immediately supervises one or more employees and supports the team approach to meeting program objectives.

Requirements Minimum Requirements:

1. Must have a BA/BS degree and 2 years of experience working with adult persons experiencing mental illness, substance abuse issues, and/or homelessness.
2. Must have a minimum of 2 years of experience in a supervisory or leadership role.
3. Strong interpersonal skills, collaborative work style and strong oral/written and communication skills.
4. Well defined organizational and time management skills.
5. Ability to work independently and flexibly
6. Ability to handle intense situations, display good judgment and decision-making skills, and remain calm and clearheaded under pressure.
7. Able to work effectively with a variety of people and personality types regardless of age, ethnicity, race, religion, sexual orientation, gender identity/expression or socio-economic level

Conditions of employment include: Must be at least 18 years of age; possess a valid CA Driver’s License, reliable transportation, proof of auto insurance, and DMV driving record that meets TMHA’s current vehicle insurance requirements. May be required to utilize personal vehicle and auto insurance. Must comply with a T.B. assessment (possibly a TB test to confirm a negative tuberculosis result) and receipt of a criminal record clearance through fingerprinting. Must be able to successfully complete First Aid and CPR training. Physical Demands:
