Program Manager

Overview The Program Manager implements, manages and controls all program directives related to the entire lifecycle of the contract, coordinating the efforts of stakeholders including subcontractors and internal/external teams. Responsible for successful project implementation and timely accomplishment of specified requirements. Works with senior management to establish program priorities and operates the program within established policies/procedures and budget constraints. Responsibilities Manage multiple projects within a given customer base and serve as a focal point for program management guidance and expert support for the contract. Oversee assignment of work, personnel management, financial budgets, and all operations and technical aspects for successful contract/program completion. Ensure compliance with all contractual requirements and act as primary point-of-contact with government contract staff for reporting project status. Provide timely communications and deliverables, exercise knowledge of technical/management areas of the contract, and implement processes and procedures for effective program management. Negotiate and respond to proposals with the Contracting Officer Representative (COR); provide expert consulting on strategic planning and project management methodologies. Organize, direct, and coordinate planning and production of all contract-related projects and support activities, including those of subcontractors. Set program goals and ensure related responsibilities/projects are assigned, completed on-time and within budget; monitor progress and resolve issues affecting successful completion. Develop work breakdown structures, charts, tables, graphs, milestone calendars, and diagrams to analyze problems and support recommendations. Document results and provide guidance to Project Managers; support program areas regarding projects, deliveries, and operations. Qualifications Essential requirements: Ability to obtain and maintain the required customer clearance for access to systems, facilities, equipment, and property. PMP Certification preferred. Eight (8) years of project/program management experience preferred. Eight (8) years of government contracting experience preferred. Education and Experience Bachelor’s degree required and eight (8) years of relevant experience, or an equivalent combination of education and experience.
