*The RHTG Sr. Project Manager is a limited duration (1 year) position funded through a program titled, “Rural Health Transformation Grant Catalyst.”

**This position is open to Oregon and SW Washington candidates only. Please note that we are a dog-friendly office.

What We Need

The Oregon Primary Care Association (OPCA) seeks a RHTG Sr. Project Manager who is responsible for leading Rural Health Transformation projects for the Oregon Primary Care Association (OPCA). This position involves supporting the implementation of a population health data platform, coordinating resources across OPCA, the Oregon Network of Community Health Centers (the Network), individual health centers, software vendors, and other stakeholders. This position acts as the primary liaison between OPCA, population health data platform stakeholders, health centers and the Oregon Health Authority. The ideal candidate will possess a strong background in managing projects encompassing Electronic Health Records (EHRs), and IT systems.

Who You Are

An experienced project manager with:

• Experience managing large multi-year projects involving population health data, EHRs, and IT systems
• Familiarity with project or program management methodologies, including Agile and/or Waterfall
• Experience with community health centers, Rural Health Clinics, Coordinated Care Organizations or other safety-net clinics
• Experience managing state or federal grants, including grant deliverables, reporting, compliance, and performance measurement
• Impeccable communication skills and alignment with OPCA's non-profit mission and values.
  
• Understanding of the core concepts and methods of value-based pay and population health.
  
• Excellent interpersonal skills to plan and accomplish goals in a variety of committee and workgroup settings, both leading and directing the work of others and working collaboratively to create and implement organizational strategy and project goals and tasks.
• Ability to work comfortably and competently with health center leaders and staff at every level and leverage areas of expertise.
• Ability to develop and maintain effective relationships with organizational partners, including OHA and CCOs.
• Ability to work with people who think, act, look, and/or live in a manner different from oneself.

 

What You’ll Do At OPCA

• Lead and manage the implementation of Rural Health Transformation Grant (RHTG) projects and related projects 
• Serve as the primary contact for initiatives, coordinating multiple projects, workstreams, stakeholders, and deliverables to achieve overall program goals.
• Support the implementation, expansion, and ongoing optimization of OPCA's population health data platform and related data infrastructure.
• Ensure assigned projects are aligned with objectives, grant requirements, and organizational priorities.
• Assist in defining project scope, objectives, deliverables, milestones, and success measures, involving relevant stakeholders and ensuring technical and operational feasibility.
• Develop and maintain comprehensive project plans, timelines, milestones, dependencies, and workplans using appropriate project management methodologies.
  
• Establish deadlines, assigns responsibilities, monitors deliverables, and holds project partners accountable for completion of assigned activities.
• Monitor and summarize project progress and prepares regular status reports, dashboards, briefings, and other materials for organizational leadership and grant stakeholders.
• Coordinate the collection and organization of information required for reporting, grant deliverables, performance measures, and compliance requirements.
• Work directly with health center staff, OPCA staff, and independent contractors to ensure project tasks are completed and goals are met on time within the applicable scope and budget.
• Serve as the primary liaison between OPCA, participating health centers, population health data platform stakeholders, technology and software vendors, and the Oregon Health Authority.
  
• Coordinate with OHA and other state and federal stakeholders, as appropriate, to support grant implementation, reporting, communication, and achievement of program objectives.
• Develop presentations, spreadsheets, diagrams, process maps, reports, and other materials to communicate program needs, progress, outcomes, and recommendations.

Minimal Qualifications

• Professional with advanced level of proficiency. Generally requires a Bachelor’s degree and/or 5 years of progressively responsible experience in project management, health information technology, health care operations, or a related field; equivalent combinations of education and experience may be considered.
• Fluency in written and spoken English.

 

Starting Range

$78,000 - $97,000

OPCA works a hybrid schedule of two days in our downtown office and three days remote.
