Case Manager - Day Report Center - Waukesha

Job Summary:
This position provides intensive case management, supervision, and support to three referral sources: The program serves individuals Court ordered to the Day Report Center, an alternative to incarceration, individuals that enter into a Deferred Prosecution agreement with the District Attorney’s Office, as either a standard Diversion or a Pre-charge Diversion agreement, as well as to those individuals referred by the Department of Correction Probation Agents. It requires a bachelor’s degree, and Case Managers must follow the national diversion standards as published by the National Association of Pretrial Services Agencies (Diversion). The Case Managers follow results of evidence-based assessments, including GAIN and RANT, which guide their decisions to determine level of risk and need for eligibility and support provided by the program. Case Managers receive specialized training and receive certification in conducting the Level of Service Case Management Inventory (LS-CMI), which guides them in developing case plans that address individuals’ criminogenic risk and needs. Case Managers also receive specialized training in evidence-based curriculums, including Thinking for a Change and Carey Guides and Brief Intervention Tools (BITS). While providing supervision and support, the Case Managers must make independent decisions and provide resources to meet the needs of people served. Case Managers must produce compliance reports to the Courts, which are relied upon for recommendations for sanctions, and communicate directly with the DA’s Office and Probation Agents to help determine their response to violations. Case Manager’s work independently in monitoring compliance, writing court letters, making referrals to treatment and treatment provider updates, and independently develop and produce recommendations for violations. Case Managers have contact with people served, court officials and stakeholders, treatment providers, probation agents, community-based organizations, attorneys, and individuals identified on Releases of Information, and other WCS staff and leadership.
Essential Duties and Responsibilities
• Responsible for a range of evidence-based services to provide structure and accountability, including but not limited to: conducting the LS-CMI Assessment and analyzing all required assessments prior to admission and intake and developing case plans for persons served; facilitating new intakes and explaining the program components to persons served, face-to-face supervision appointments with people to support compliance with all program requirements and terms of supervision, identify and provide people with community based services for supportive services based on need, as well as conduct skill building activities during supervision appointments, facilitate evidence-based curriculum, including Thinking for a change and Carey Guides, BITS, routine alcohol and drug testing, working with local treatment providers to ensure enrollment in and compliance with treatment, and support people with compliance with all related fees (program, court, treatment, and electronic monitoring).
• Engage in internal team meetings and use professional judgement to make recommendations for responses to violations.
• Using professional judgement to make independent decisions for treatment provider referrals based on people’s needs and support and ensure accountability and compliance with provider standards.
• Ensure that the national standards for diversion programs supervision model and its core elements are followed, including use of the assigned assessment tools.
• Enter appropriate tracking in the WCS AWARDS and CORE databases, ensuring timely and complete data entry.
• Provide court testimony as requested.
• Conduct, monitor and evaluate drug and alcohol testing in the Waukesha Court Services programs, ensuring the integrity of all alcohol and drug testing procedures, and report results to the Court and all parties.
• Make independent recommendations to the Court, District Attorney’s Office, and the Department of Corrections- Agents for response to violations.
• Ensure accurate and timely written and electronic files and court communication.
• Coordinate with the Electronic Monitoring services and staff and ensure routine check ins for inspection of the bracelet, and payment of fees, including addressing outstanding fees owed by people served.
• Attend the Waukesha County Victim Impact Panel at least once per year.
• Other job-related duties may be necessary to carry out the responsibilities of the position
Required Qualifications
• Bachelor’s degree in criminal justice, Social Work or other related field; experience in working with individuals experiencing mental health and/or substance use disorders.
• Prior experience in a case management role and ability to function independently and work as a team.
• Experience working with Community Based Organizations, and referrals and follow up to meet the needs of people served.
• Ability to work collaboratively with justice system stakeholders including judges, attorneys, jail staff, probation agents, treatment providers, and other partners.
• Possess a valid Wisconsin Driver’s License and maintain adequate auto.
• Must pass driver’s license check, employment drug test and background checks.

As such, the employee must demonstrate professionalism, cultural sensitivity, and strong interpersonal skills while representing the organization in a variety of settings.
• Knowledge of Evidence-Based Principles, including Motivational Interviewing, Trauma-Informed Care, Person-centered care, and other funder and agency adopted principles, as well as following models for fidelity established by the agency. Complete training in all agency-required EBP’s within six months of hire unless otherwise directed by the Assistant Program Manager and Director of Waukesha Court Services.

• Program Specific Knowledge, Skills and Abilities – Knowledge of National Pretrial and Diversion Standards and best practices within post-conviction and diversion programs, familiarity with the Wisconsin Justice System; knowledge community resources to include housing, education, public transportation; knowledge of the Wisconsin Circuit Court Access Program (CCAP).

PHYSICAL DEMANDS:
Duties require good hearing and the ability to communicate verbally; hand and finger dexterity for data entry and typing; involves very minimal driving in Waukesha County and requires some direct observation drug testing.
WORK ENVIRONMENT:
Work is performed primarily in an office setting but also includes going to court occasionally, and rarely in other locations. The employee also is responsible for conducting, observing/supervising, and evaluation of results for drug screens of people in programs. People served may exhibit disruptive behavior at times. The position is full-time, 40 hours each week to include periodic assigned Saturdays (7:00-10:00am) for drug and alcohol testing. The employee has contact with a wide variety of individuals to include justice-involved individuals, court officials, law enforcement, jail staff, treatment and other services providers, DOC staff, other justice agencies, other WCS staff, and family members of individuals served.
