Salary: Starting $4,388/mo or $52,656 annually (salary commensurate with training and experience). Duties Summary The Airport Pass & ID Office plans, coordinates, monitors, and directs security activities in the district. The program implements provisions of Federal Aviation Regulations Part 139 and Transportation Security Regulations Part 1542, develops and recommends plans and programs to ensure the Airport Security Program, and advises the Airport District Manager or the authorized person in charge of any emergency or unusual situation. The Airport Security Identification Technician IV supervises and conducts training of lower‑level Airport Security Technicians, manages issuance and control of airport‑issued security and identification media, maintains records, and operates the computerized IDMS (badging system). Major Duties and Responsibilities Supervises and conducts training for ASIT I–III, makes assignments and monitors quality of work. Maintains and tracks all background checks, records results, communicates with applicants, and corresponds with the FBI as necessary. Refers disqualifying criminal offenses to the Assistant Airport Superintendent IV for additional vetting. Conducts investigations into alleged TSA violations regarding the issuance of unescorted badges, prepares written findings and testifies when required. Corresponds with disqualifying applicants and airport tenants. Reviews Criminal History Record Checks (CHRC) and FBI rapback for disqualifying offenses, verifies lawful presence and conducts watch‑list checks. Vets individuals without reasonable suspicion against terrorist watchlists and other databases. Testifies that issuance of unescorted access complies with federal laws and directives. Establishes new tenants and businesses in the database and authorizes signatories. Issues security keys and vehicle decals to authorized users. Examines applicants’ ID documents for authenticity, correctness, and currency per TSA CFR 1542. Uses a risk‑based questioning strategy to ensure applicants complete required Disqualifying Crime statements and security training. Interacts with authorized signatories, provides guidance and training on the Authorized Signatory Portal. Provides information to existing and new ID Badge holders on security requirements, background check process, and access procedures. Independently proctors security and other training in the Computer‑Based Lab, monitors cheating, and takes appropriate action. Administers restricted area access badges, creates and mails billing letters for expired/lost badges, and maintains billing correspondence. Updates and maintains the Airport Security Program. Other related duties as required. Minimum Qualification Requirements Basic Education: Graduation from high school or equivalent; one year of work experience demonstrating reading, comprehension, following instructions, and written communication may substitute for graduation. General Experience (2 years): Effectively meeting and dealing with people, understanding and applying rules and regulations, providing information, answering inquiries, and using a computer to retrieve and enter data. Specialized Experience (3 years): Progressively responsible experience applying and complying with federal law or strict business practices where failure to follow could result in financial consequences. Supervisory Experience: Demonstrated supervisory aptitude through relevant assignments, training, or favorable appraisals. Driver's License: Valid license in the State of Hawaii. Knowledge of: English grammar, spelling, punctuation, word usage, basic arithmetic, principles of oral and written communication, good office practices and procedures, and operation of common office equipment. Ability to: Learn organizational philosophy, read and apply federal and state policies, communicate effectively with diverse groups, follow instructions, operate office equipment; and, for Levels I–III, train others and supervise work.
