This vacancy is for a GS-0501-13, Financial Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, FACILITIES DESIGN and CONSTRUCTION CENTER in NORFOLK, Virginia.

This is a term appointment not to exceed 30 September 2029.

Help

You will serve as a Financial Management Specialist and be responsible for vast knowledge of accounting and financial management principles and procedures in completing complex assignments.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Provide technical advice to resolve issues related to regulatory requirements and statutory policies, including conducting in-depth research and interpreting guidelines, regulations, and proposing alternatives.
  • Evaluate complex programs for compliance with relevant policies and regulations, including analyzing new policies and their impact on existing procedures and objectives.
  • Perform analyses and interpretations of financial statements and reports to resolve unprecedented problems.
  • Analyze operations, financial systems, and reports to identify trends, anomalies, or problems, and develop solutions, including planning and executing changes to financial reports and leveraging computer technology.
  • Plan and conduct studies of financial management processes (budgetary, financial, procurement, property management), develop recommendations for improvement, and document findings.
Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position.

  • Selectee must be able to obtain/maintain a valid state driver's license.
  • Time-in-Grade requirement must be met by the closing date of the vacancy.

  • This position requires the selectee to pass a pre-employment drug test.
Qualifications

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
  • Experience providing technical advice and resolving issues related to regulatory requirements and statutory policies, including conducting in-depth research, interpreting complex guidelines and regulations, and proposing alternative solutions.
  • Experience evaluating complex programs for compliance with applicable policies and regulations, including analyzing new policies, assessing their impact on existing procedures and objectives, and recommending necessary adjustments.
  • Experience performing advanced analyses and interpretations of financial statements and reports to resolve unprecedented or complex problems, ensuring accuracy and compliance with applicable standards.
  • Experience planning and conducting studies of financial management processes (such as budgetary, financial, procurement, and property management), developing recommendations for process improvements, documenting findings, and evaluating internal controls for effectiveness and data integrity.

Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the U.S. (see FOREIGN EDUCATION below).

College Transcript: If this position requires specific educational course work to qualify, or you are qualifying based in whole or part on education, you are required to provide all unofficial transcripts (undergraduate, graduate, etc.) by the closing date of this announcement or you will be disqualified from further consideration. Transcripts should be legible and detailed, showing course number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours, and grade earned. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States.
