The individual coming into this position will use engineering and wastewater knowledge and technical expertise to manage the Waste Discharge Requirements Program to protect water quality. The position is located in the Central Coast Water Board office located at 895 Aerovista Place, Suite 101, San Luis Obispo, California, with a hybrid telework option.

Special Requirements

Desirable Qualifications

• Experience in preparing and/or reviewing engineering reports, water quality data, technical writing, and presentations.
• Knowledge of state and federal water quality laws, regulations, and policies related to waste discharge including the California Water Code, basin plans, water quality standards.
• Experience in leadership and team building and working effectively with multi-disciplinary teams.
• Ability to work effectively with all levels of staff, management, legal counsel, and the public.
• Excellent oral and written communication and interpersonal skills.
• Excellent project and program management, decision making, prioritization, and time management skills.

• Knowledge of setting and tracking budgets.
• Strong organizational and analytical skills and the ability to prioritize assignments in order to meet deadlines.

• Proficiency with Microsoft Office applications (Word, Excel, PowerPoint) and database management systems.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than three pages in length, using Arial 12 pt. font, and normal margins.

Concisely describe why you are the best candidate to be selected as a Senior Water Resource Control Engineer to lead the Waste Discharge Requirements Program at the Central Coast Water Board.

The SOQ should include how your knowledge and experience qualify you for this position specifically referencing:

1. Engineering practices; wastewater discharges to surface water and groundwater; wastewater treatment principles and processes; best management practices to prevent illicit discharges; contaminant fate, transport, and control; water quality management practices; and Water Board’s regulatory authority, state and federal water quality laws and standards, regulations, and policies.
2. Effectively presenting and communicating technical concepts, preparing technical documents, and providing feedback to others about these oral and written documents.
3. Effectively leading others.
4. Effectively conducting interpersonal communications and navigating difficult conversations.
5. Effectively setting program, project, or organizational strategic plans, visions, or goals; and implementing and tracking those plans, visions, or goals.
