Under the direction of the Dean of the School of Science and Math, the Program Analyst will perform abroad range of administrative, analytical, operational, programmatic, and coordination duties in support of the School's expanding portfolio of academic, workforce, outreach, grant-funded, and student-success initiatives. This portfolio includes programs such as FAAST Workforce, MESA, the Jean and E. Floyd Kvamme Planetarium, and related STEM pathway initiatives that are intentionally designed to operate as a coordinated ecosystem rather than isolated programs. The Program Analyst will:
100% of full time, 37.5 hours per week, 12 months per year, with anticipated start date of August 2026. Schedule may change to include some evening or weekend hours, as needed. This position is represented by the West Valley-Mission Classified Employees Association (WVMCEA), Office, Technical & Business Services Employee Unit. - Analyze and interpret student participation, retention, completion, tutoring utilization, counseling engagement, workforce participation, and equity outcome data across programs to support strategic planning, operational decision-making, resource allocation, continuous improvement, and School-wide equity initiatives;
- Conduct cohort tracking, workforce pathway analyses, and cross-program evaluations to assess student progression from STEM coursework and support programs into transfer, internships, advanced training, and employment opportunities;
- Develop reports, dashboards, presentations, visualizations, and operational analyses to support institutional planning, program evaluation, compliance reporting, grant requirements, and program effectiveness efforts across the School of Science and Math;
- Support program documentation, compliance activities, data tracking, and reporting requirements across multiple funding streams, grants, and initiatives;
- Coordinate cross-program scheduling, events, logistics, and operational activities across Science and Math programs, including support to the MESA program, STEM Resource Center, FAAST Workforce initiatives, the Jean and E. Floyd Kvamme Planetarium, and other School-wide initiatives;
- Support industry partnerships, advisory boards, employer engagement, internship coordination, workforce collaboration activities, and STEM pathway development across multiple disciplines and stakeholder groups; and
- Facilitate communication, collaboration, and operational alignment among faculty, staff, counselors, industry partners, student employees, and School leadership.

Anticipated Hiring Range:
- $8,785.25 - $9,608.50 monthly (WVMCEA Salary Schedule, Range 67, Steps A-C).

- Educational growth incentive program from $45 to $225 monthly.
- $1000 longevity award annually after 10 years of service and $1,500 longevity award annually after 15 years of service.

Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
- Equivalent to possession of a Bachelor's degree from an accredited college or university with major course work in business administration, public administration, social science, or a field related to specific area of assignment; AND
- Two years of responsible technical or professional experience in a student service-oriented program at a college or university.
AND Understanding of, and sensitivity to the diverse academic, socio-economic, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff. Desired Qualifications
The ideal candidate will also demonstrate the following desired qualifications:
- Experience with state and/or federal grant administration, regulations and reporting requirements;
- Experience managing budgets, preparing and/or maintaining financial records, operational reports, analytical dashboards, or data-tracking systems;
- Strong ability to interpret and apply grant guidelines, institutional procedures, and program requirements to support operational, strategic, and compliance objectives.
- Experience collecting, analyzing, interpreting, and presenting data to support planning, decision-making, program evaluation, continuous improvement, and equity-focused initiatives;
- Demonstrated ability to coordinate multiple projects, timelines, stakeholders, and operational priorities simultaneously in a fast-paced and dynamic environment;
- Ability to think critically, exercise sound professional judgment, anticipate operational needs, and adapt effectively to changing priorities and unexpected situations; and
- Strong written, verbal, and interpersonal communication skills, including the ability to work collaboratively and effectively with diverse stakeholders, including faculty, classified professionals, administrators, students, industry partners, and community organizations.

- Establish and maintain cooperative working relations with district administrators and officials, public agency representatives, target populations of programs and projects in the designated area, and members of the general public.
- Organize, coordinate, and oversee the day-to-day operations of a specialized program in a community college.
- On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
- On a continuous basis sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone; write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less.
- Conduct organizational, operational, fiscal, and statistical analysis.

- Select, train, schedule, and direct the work of assigned staff and hourly workers.
- Ensure compliance with federal, state and district laws, regulations and guidelines.

Duties may include, but are not limited to, the following:
- Plan, organize, coordinate, and supervise day-to-day program operations and activities.
- Assist with development and implementation of program policies and procedures; develop work processes that facilitate attainment of established program goals and objectives.
- Compile and analyze data related to program participation and evaluation; oversee maintenance of effective student databases; prepare a variety of reports.
- Develop and deliver presentations, orientations, workshops, and other activities in support of the program; coordinate and conduct outreach and marketing activities.
- Assist and advise students and potential students in program related procedures; explain program regulations and policies.
- Coordinate assessments and placements of students into appropriate course levels; direct and facilitate curriculum revisions to ensure effective instruction.
- Communicate and liaison with faculty, staff, representatives of federal and state agencies, and other educational institutions to coordinate assigned programs and activities.
- Serve on advisory committees; negotiate and recommend appropriate determination of student eligibility related to compliance and regulation; research and maintain understanding of revisions or additions to pertinent regulations and legislation affecting program participants.
- Assist with the preparation and administration of annual program budgets; make recommendations regarding staffing, equipment and supplies; monitor budgets within program guidelines.
- Function as project manager for special projects as needed.
- May administer grants, including tracking expenses and complying with reporting requirements.
- Monitor student enrollment and academic progress to determine continued program eligibility.
- Recruit, hire, train, evaluate, and direct the work of assigned program instructors, staff and student workers.
- Build and maintain positive working relationships with co-workers, other district employees, and the public using principles of good customer service.
- Foster an environment that embraces diversity, integrity, trust, and respect.
- Be an integral team player, which involves flexibility, cooperation, and communication.
- Perform related duties as assigned.
