Job Description

This position is contingent upon contract award and funding. Employment will not commence unless and until the contract is awarded and funding is confirmed.

Anglin Consulting Group is seeking a Mid-Level FOIA Analyst to perform independent FOIA processing with minimal supervision for a federal government agency. The Mid-Level FOIA Analyst will review and interpret FOIA requests, determine appropriate tasking and search strategies, conduct or validate searches for responsive records, apply exemptions, prepare releasable records, and ensure responses meet statutory and agency requirements. This position ensures technical accuracy and consistency, provides guidance and quality support to junior staff, and contributes to efficient workflow management and high-quality FOIA production.

Duties and Responsibilities

• Perform mid-level FOIA processing with minimal supervision, including reviewing and interpreting FOIA requests

• Determine tasking and search requirements for assigned FOIA requests

• Conduct or validate searches for responsive records across agency systems and offices

• Apply FOIA exemptions and redactions accurately using redaction software

• Document exemption decisions and prepare releasable records for Government review

• Draft clear, professional responses and summaries for FOIA requesters

• Ensure all responses meet statutory requirements under 5 U.S.C. § 552 and agency policy

• Support junior staff with technical guidance and quality review

• Process Simple, Complex, Expedited, and Backlogged FOIA requests

• Manage rolling releases at 300-600 depending on complexity.

• Respond to fee waiver and expedited processing requests within 10 calendar days

• Participate in daily FOIA team updates, meetings, and bi-weekly FOIA sessions

• Maintain accurate records within the agency's FOIA system and FOIA Request Tracker

• Complete all required FOIA-specific training and maintain training logs

• Support optional tasks including Chief FOIA Officer's Annual Report, DOJ Quarterly Reports, and FOIA Annual Report to Congress as directed

Requirements and Qualifications

• Associate degree required; additional relevant FOIA experience may substitute for the degree requirement.

• Minimum three (3) years of progressively responsible FOIA processing experience within the last five (5) years.

• Demonstrated experience independently processing complex FOIA requests. Comprehensive knowledge of FOIA exemptions, request types, statutory timelines, and fee categories.

• Ability to independently analyze and interpret FOIA requests and determine appropriate tasking and search strategies.

• Experience drafting complete response packages with minimal supervisory edits.

• Proficiency applying redaction software and documenting exemption determinations.

• Strong written communication skills. Proficiency with Microsoft Office and FOIA tracking systems.

Preferred Qualifications

• FOIA-related training or certifications

• Experience with eFOIA, FOIAXpress, FOIAonline, or similar FOIA case management platforms

• Experience processing FOIA requests for a federal agency with high request volume

• Knowledge of DOJ OIP guidance and FOIA case law

• Familiarity with the Privacy Act and its interplay with FOIA

• Experience mentoring or training junior FOIA staff
