Salary: $143,000-$158,000 + 10% bonus Reports To: Director - Enterprise Core Banking & Engineering Department: IT - Core Programming Hybrid: 2 days onsite (Sacramento area preferred)

Role Summary

The Manager - IT Programming provides leadership across the design, programming, implementation, and integration of core financial systems, including Fiserv DataSafe, future Fiserv DNA development, and the BASE24 nonstop system supporting ATM and card interfaces. This role drives modern software delivery practices, oversees mission-critical integrations, and leads a team of five engineers.

Key Responsibilities
Core Systems & Development Leadership

• Lead programming and integration activities for DataSafe, DNA applications, and BASE24.
• Modernize database design and in-house development practices.
• Review code, architecture, and API design; ensure adherence to industry standards.
• Implement automated testing, CI/CD, and contemporary coding practices.
• Prioritize code quality, security, and system availability.

Agile Delivery & Process Improvement

• Drive agile methodologies (Scrum/Kanban), sprint planning, and iterative delivery.
• Improve existing CI/CD, automation, and code quality processes.
• Partner with operations to streamline change management and release workflows.

Compliance & Risk Management

• Ensure all development activities meet regulatory requirements for financial institutions.
• Maintain documentation frameworks for applications, integrations, and database structures.
• Monitor system performance and enforce best-practice standards.

Team Leadership & Collaboration

• Manage and mentor a team of five engineers.
• Foster an innovative, collaborative, and forward-thinking culture.
• Coordinate with internal teams and external vendors on integrations and data mapping.
• Lead exploration of emerging technologies and recommend adoption when appropriate.

Performance & Resource Management

• Define KPIs for software delivery (quality, speed, defect rates).
• Track metrics to identify improvement opportunities.
• Optimize internal and vendor technical resources.

Qualifications
Education

• Bachelor's degree in Computer Science or Information Systems preferred; equivalent experience considered.

Experience

• Minimum 7 years designing/managing financial core transaction systems or other high-transaction, regulated applications.
• At least 3 years in agile project management, team leadership, and technical documentation.
• Financial institution experience required; DataSafe/DNA/BASE24 experience is a plus but not mandatory.

Skills

• Strong knowledge of database design, OOP, internet development, and integration frameworks.
• Experience with agile methodologies, workload balancing, and repeatable delivery frameworks.
• Excellent communication, problem-solving, and leadership abilities.
