Duties

Help

You will serve as a Supervisory Housing Management Specialist and be responsible for administering the housing program functional areas of owned housing, leased housing, unaccompanied personnel housing, and housing referral services to include budget, planning, policy implementation and policy waivers where appropriate.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Providing technical supervision to all local housing officers, including civilians, enlisted personnel, warrant officers, and junior commissioned officers within the district.
• Providing budget planning for annual lease housing allocations, inter-service support agreements, and annual recurring owned housing funding for utilities, routine maintenance of structures and grounds, and replacement of furniture.
• Serving as the principal advisor and District Program Manager for housing; formulates plans, policies and procedures for management of the Base Portsmouth housing program.
• Evaluating planning documents regarding the construction and/or major renovation of new or existing owned housing facilities and develops recommendations concerning the cost, habitability, location, size of buildings, and a variety of other factors including housing requirements analysis and housing market survey studies.
• Providing recommendations to Base Commander on matters related to family and unaccompanied housing, REPFACs, Flag Quarters, personnel resource management, program training, policy, procedures, Housing Management Information Systems (HMIS), housing referral services, and Basic Allowance for Housing (BAH) entitlements.
• Providing advisory assistance, exercise judgment in developing plans and solutions, to advise on policy changes and coordinate program oversight with district units, various DCMS commands and Commandant (CG-1333).

Qualifications

To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

• Providing recommendations to unit Commanders related to family and unaccompanied housing, representational facilities, flag quarters, housing referral services, housing management information systems, and basic allowance for housing entitlements.
• Serving as the principal advisor and program manager for housing; formulates plans, policies, and procedures for management of the Base Portsmouth housing program for entire East District.
• Providing budget planning for annual lease housing allocations, inter-service support agreements, and annual recurring owned housing funding for utilities, routine maintenance of structures and grounds, and replacement of furniture.
