At the present time, a vacancy exists for a Behavior Supports Coordinator - IBHS Programs position within the Student Services division of the Chester County Intermediate Unit (CCIU). The Behavior Supports Coordinator - IBHS Programs position provides strategic leadership and oversight of behavioral health services, clinical operations, and program development across Intensive Behavioral Health Services (IBHS) programs within Home and Community Services (H&CS). This position reports to the Supervisor - Home & Community Services and provides direct supervision to Case Manager - Supervisory and Contracted Board-Certified Behavior Analysts; and Indirect supervision of Administrative Assistants. The role is responsible for designing, implementing, and continuously refining comprehensive service delivery systems that ensure consistent, high-quality, and evidence-based behavioral health supports for children, families, schools, and community partners across a variety of settings. This position is located at the Educational Services Center in Downingtown, PA. The Coordinator leads the alignment of clinical programming, staffing resources, and service delivery practices with participant needs, organizational priorities, and regulatory requirements. The position provides direct supervision of behavior analysts, case managers, and related clinical staff while establishing systems that promote accountability, service quality, clinical integrity, and operational efficiency. Serving as a key liaison with families, school districts, behavioral health managed care organizations, and community providers, this role builds and sustains collaborative partnerships that support effective communication, coordinated care, and positive outcomes for children and families.
Through data-driven decision-making, performance monitoring, and strategic planning, the Coordinator drives continuous improvement in clinical outcomes, staff performance, service utilization, and program effectiveness. This role provides leadership in the oversight of behavioral assessments, treatment planning, service authorization processes, and the implementation of evidence-based interventions while ensuring compliance with all applicable IBHS regulations, managed care requirements, and professional standards.
In addition, the Coordinator advances workforce development, strengthens organizational capacity, and promotes innovative service models that enhance program quality, accessibility, scalability, and sustainability. With responsibility for clinical service delivery, operational performance, regulatory compliance, stakeholder collaboration, and program growth, this position contributes to the ongoing expansion, alignment, and impact of IBHS services throughout the region.
The CCIU provides services to the 12 school districts in Chester County. This includes services to nearly 86,000 public and non-public school students and over 6,000 educators. The Chester County Intermediate Unit is one of 29 regional educational agencies established by law in Pennsylvania in 1971. Working between the Pennsylvania State Department of Education and the local school districts, the Intermediate Unit's mission is to provide services that can be offered most economically at the regional level.

Qualifications:
- Master's degree in Psychology, Education, Social Work, Counseling, Mental Health, or related field- required
- Currently certified as a Board Certified Behavior Analyst - required
- Minimum 8 years experience working in a behavioral health setting or related field
- Minimum 5 years experience providing supervision to staff
- Current police, child abuse, and FBI fingerprint clearances required
- Lead the design, implementation, and ongoing evaluation of comprehensive IBHS service delivery systems aligned with organizational priorities, regulatory requirements, and evidence-based behavioral health practices to ensure high-quality services across home, school, and community settings.
- Serve as a member of the H&CS leadership team, providing clinical and operational expertise to support strategic planning, program development, service expansion, workforce capacity, quality improvement initiatives, and organizational decision-making.
- Facilitate interdisciplinary collaboration among clinical staff, administrative teams, families, schools, managed care organizations, and community partners to ensure coordinated service delivery, efficient operational systems, and consistent implementation of behavioral health supports across settings.
- Provide clinical leadership and supervision for all IBHS services to ensure alignment with evidence-based practices, BACB standards, organizational expectations, and applicable regulatory requirements.
- Supervise Board Certified Behavior Analysts (BCBAs), Case Managers, Behavior Health Technicians (BHTs), Registered Behavior Technicians (RBTs), and other assigned staff in accordance with organizational policies, professional standards, and payer requirements, including observation, feedback, competency evaluation, and performance monitoring.
- Assign and adjust caseloads, staffing resources, and service delivery assignments based on participant needs, service authorizations, staff competencies, geographic considerations, and program demands to ensure efficient and effective service delivery.
- Monitor staff performance, service quality, documentation compliance, productivity expectations, and implementation fidelity, providing coaching, corrective action, and professional development as necessary to support continuous improvement.
- Provide ongoing leadership and coordination of clinical operations by responding to complex cases, supporting staff in real time, facilitating problem-solving, and ensuring continuity of care across home, school, and community environments.
- Provide leadership for behavioral assessments, functional behavior assessments, treatment planning, and ongoing clinical evaluation processes to ensure interventions are individualized, evidence-based, and aligned with participant needs.
- Lead and coordinate complex or high-risk cases, ensuring consistency in service delivery, effective interdisciplinary collaboration, timely problem resolution, and continuity of care across home, school, and community settings.
- Ensure treatment plans, behavioral interventions, and service recommendations are developed and implemented in accordance with clinical best practices, payer requirements, regulatory standards, and measurable participant outcomes.
- Oversee the development and implementation of data collection systems, treatment goals, and progress monitoring procedures that support informed clinical decision-making and ongoing evaluation of service effectiveness.
- Collaborate with clinical teams, families, schools, healthcare providers, and community partners to review participant progress, adjust interventions as needed, and promote successful achievement of treatment goals.
- Oversee clinical data systems, electronic health records, and service documentation platforms to ensure accurate recordkeeping, timely documentation, regulatory compliance, and effective use of data across all IBHS programs.
- Lead regular reviews of participant outcomes, service utilization trends, authorization status, productivity metrics, and program performance indicators to inform clinical decision-making, staffing adjustments, and operational planning.
- Serve as the primary lead for monitoring quality assurance measures, incident reporting, risk management data, and corrective action processes to support participant safety, regulatory compliance, and continuous improvement efforts.
- Oversee systems used to track treatment progress, service delivery, staff productivity, supervision requirements, and clinical outcomes, ensuring data integrity and timely communication among stakeholders.
- Monitor participant progress, treatment effectiveness, and service outcomes through ongoing data review and interdisciplinary collaboration, using findings to guide treatment modifications, resource allocation, and program improvement initiatives.
- Ensure all clinical services, treatment practices, and supervisory activities comply with Pennsylvania IBHS regulations, managed care requirements, organizational policies, and applicable professional and ethical standards.
- Oversee implementation of incident reporting, participant safety protocols, crisis response procedures, and required documentation, ensuring timely review, follow-up, corrective action, and communication with appropriate stakeholders.
- Lead staff training, coaching, and quality improvement initiatives focused on crisis prevention, de-escalation, trauma-informed care, participant safety, and the reduction of restrictive or intrusive interventions across all service settings.
