• The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
• Expertly communicates verbally and in writing in order to negotiate challenges, potential conflict, and apply effective solutions. Employs a network of peers and experts in assessing current program needs and implementing improvements.
• Utilizes complex automated software for tracking and management of assets, warehousing of inventory and procurement and disposal of property. Serves as the subject matter expert on logistical matters when communicating with customers.
• Serves as a liaison and consultative link with Headquarters Program Offices through official roles designated by Management Directives such as Vehicle Control Administrators and, Property Custodians.
• Leads team members through Logistics activities to include Annual Equipment Inventories, receiving, issuing and retrieving equipment for Federal Employees and government contractors.
• Develops, implements, interprets and advises on administrative requirements in coordination with internal and external components related to logistics and in providing administrative oversight and program recommendations to leadership.
• Conducts research, compiles and analyzes data, prepares reports, project papers, briefings and training on logistical supporting elements.

Residency Requirement : There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Probationary Period: You may be required to serve a probationary period of 1 year.

Physical Demands: Applicants must be able to lift up to 50 pounds.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/02/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/02/2026.

GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing all of the following duties:

• Utilizing automated processing systems and programs to perform inventory and property management;
• Working with internal and external stakeholders in accomplishing program goals;
• Applying and adapting property and inventory management services in support of an administrative customer. OR
• You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing all of the following duties:

• Researching and analyzing data in support of program objectives;
• Identifying process improvements in response to program changes, customer needs, or external influences;
• Planning and managing all accountable property, ensuring they are correctly logged and easily located. OR
• You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

GS-12 : You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing all of the following duties:

• Providing oversight over contract personnel and federal employees supporting inventory and accountability;
• Maintaining reports of accountable property and commodities utilizing the Agency required asset management system and established internal inventory tracking procedures;
• Training property custodians and inventory clerks in the Management Systems.
