Position Summary:
Oasys is seeking an experienced Program Manager to lead delivery of Chief Data and Artificial Intelligence Office (CDAO) Support Services for the Air National Guard (ANG). The Program Manager will serve as the contractor s authorized representative for daily contract operations and the primary interface with the Contracting Officer s Representative (COR) and Government Program Manager. This position is accountable for program execution, workforce continuity, quality assurance, performance monitoring, risk management, and the timely delivery of secure, high-quality data, business intelligence, application development, AI, technical support, and training services.
Primary Responsibilities :
- Provide overall leadership and day-to-day management for contract performance, with authority to act for Oasys on matters related to daily operations.
- Serve as the primary interface with the COR and Government Program Manager; receive technical direction through authorized Government channels, resolve performance issues, and maintain clear, timely communication with stakeholders.
- Ensure all work remains within the contract scope and that out-of-scope requests are elevated for appropriate contractual action before work begins.
- Develop and maintain an integrated program management approach covering schedule, staffing, resources, risks, issues, dependencies, quality, security, deliverables, and stakeholder communications.
- Lead workforce planning and resource allocation to maintain an adequate, stable, and qualified team capable of uninterrupted performance during core operating hours.
- Manage delivery across data pipelines, data warehouses and lakes, business intelligence products, Power Platform applications, enterprise application maintenance, AI integration, stakeholder support, and technical training.
- Establish and enforce the Quality Control Plan; monitor performance against PWS standards, including availability, data quality, incident response, release quality, refresh success, and deliverable timeliness.
- Track all contract deliverables, reviews, approvals, and due dates, including technical documentation, monthly system performance reporting, BI release documentation, training materials, attendance and feedback reporting, and annual service contract reporting.
- Lead post-award, program review, technical, and stakeholder meetings; provide accurate status, decision, action-item, risk, and performance reporting.
- Coordinate onboarding, access, CAC, security-clearance, training, certification, telework schedule, Government-furnished property, and offboarding requirements for contractor and subcontractor personnel.
- Ensure compliance with DoD and ANG cybersecurity, information assurance, CUI, OPSEC, physical security, installation-access, records, and contractor-identification requirements.
- Promote configuration management, requirements traceability, version control, CI/CD, documentation, testing, and Government user acceptance practices across the technical team.
- Identify and mitigate delivery, staffing, security, cost, schedule, and technical risks; implement corrective actions and prevent recurrence of deficient services.
- Coordinate with Oasys leadership, contracts, security, finance, human resources, recruiting, and subcontractors to meet contractual and business requirements.
Skills and Qualifications:
- Strong leadership of multidisciplinary data, analytics, AI, cloud, application development, and cybersecurity teams in a federal contracting environment.
- Working knowledge of performance-based service delivery, quality control, deliverable management, contract scope, risk management, and Government customer engagement.
- Ability to translate technical and mission priorities into executable staffing, schedule, performance, and delivery plans.
- Experience managing data engineering, business intelligence, software development, cloud, DevSecOps, or AI/ML programs; direct hands-on engineering expertise is helpful but not required.
- Excellent written and verbal communication, executive briefing, facilitation, negotiation, and issue-resolution skills.
- Strong organizational judgment and the ability to manage multiple priorities, deadlines, dependencies, and stakeholders.
- Understanding of DoD security requirements, CUI safeguards, least-privilege access, and work performed in IL4/IL5 or comparable controlled environments.
- Proficiency with program management, collaboration, reporting, requirements, risk, and issue-tracking tools.
Required Education and Experience:
- Bachelor s degree in Business Administration, Program or Project Management, Information Technology, Computer Science, Engineering, Data Science, or a related field.
- Minimum of ten (10) years of progressively responsible experience managing complex technology programs, including at least five (5) years leading federal or DoD contracts, programs, or task orders.
- Demonstrated experience managing technical teams and performance-based requirements involving data, analytics, cloud, software, business intelligence, AI/ML, or related digital capabilities.
- Experience managing subcontractors, staffing continuity, quality assurance, risks, schedules, deliverables, and senior Government stakeholder relationships.
- An equivalent combination of education, relevant experience, and professional training may be considered.
Preferred Certifications:
- Project Management Professional (PMP) or Program Management Professional (PgMP).
- Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), or comparable Agile certification.
- ITIL Foundation or higher.
- CompTIA Security+ or another certification aligned with the individual s assigned DoD cybersecurity work role.
