Senior Purchasing Specialist (Hybrid)

ICF is seeking a team‑oriented Senior IT Purchasing Specialist (Buyer) to join our growing Procurement team within the Contracts, Procurement & Pricing Group. The role is hybrid with preference for Reston, VA, and requires in‑office presence 2‑4 times a month. Key Responsibilities Execute the entire IT software, hardware, services procurement process for direct (billable) and indirect requirements while ensuring adherence to approved purchasing system policy and procedures. Maintain knowledge of all organizational and government rules affecting purchases and provide information about these rules to organization staff members and vendors. Assist in preparing formal requests for quote or proposal; review specifications and evaluate bids received. Conduct supplier contract negotiation and administration, supplier sourcing and communication, and drive cost savings for ICF and its clients. Communicate with stakeholders across the organization to ensure customer and program requirements are met through the procurement process. Responsible for vendor development including communication with sales representatives, updating and maintaining lists of approved vendors for bidding purposes, obtaining samples and literature regarding potential products and vendor capabilities, and conferring with end users. Analyze pricing, specifications, and delivery dates to determine the best bid among potential suppliers. Ensure Purchase Orders, Master Service Agreements, Commercial Services Agreements, Task Orders, and appropriate Terms and Conditions are utilized. Negotiate pricing and terms of Purchase Orders and other agreements with prospective vendors and suppliers. Basic Qualifications Associate’s degree in supply chain management, business administration, finance, accounting, or related field (one year of experience can substitute one year of education). 5+ years of experience procuring goods and services in a procurement role such as purchasing or subcontract management, including IT software, hardware, and IT‑related services. Preferred Qualifications Bachelor’s degree. Experience with indirect and direct purchasing of goods and services, especially IT‑related products and services. Deltek Costpoint experience. Experience working under a government‑approved purchasing system and familiarity with CPSR requirements. Knowledge of Federal Acquisition Regulations (FAR). Proficiency in MS Office applications (Word, PowerPoint, Outlook, Excel). Professional Skills Professionalism in providing administrative support with good judgment, discretion, tact, and diplomacy. A self‑starter capable of working independently and remaining self‑motivated. Exemplary attention to detail and research skills; ability to think critically. Sound business ethics and protection of proprietary and confidential information. Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for senior management. Ability to work with all levels of internal staff, external clients, and vendors. Customer service approach to issue resolution. Strong interpersonal and communication skills (written and verbal) for effective teamwork and cross‑functional collaboration. Ability to work in a fast‑paced environment and manage multiple priorities. Pay Range $74,090.00 – $125,954.00 (Virginia Client Office – VA88). ICF is an equal opportunity employer.
