Brief Job Description:
Performs moderately complex managerial work administering statewide asset inventory and acquisition operations for Texas Health and Human Services. Manages the daily activities of the assigned business function; establishes goals, schedules, priorities, and performance standards; develops and evaluates policies and procedures; monitors compliance; and prepares management and productivity reports. Oversees asset acquisition, tagging, system entry, physical inventory, reconciliation, and quality-control activities. Coordinates with internal and external stakeholders to maintain accurate asset records and operational readiness. Plans and monitors assigned resources and budget activities and supervises the work of others. Works under general supervision, with limited latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Statewide Asset Inventory and Acquisition Operations
Manages statewide asset inventory and acquisition activities throughout the asset lifecycle, including receipt, tagging, assignment, transfer, physical inventory, reconciliation, and disposition support. Develops and approves work schedules, priorities, and standards for physical asset scanning and related inventory activities across Texas. Coordinates acquisition and inventory needs with Asset Management, Finance, Procurement, Information Technology, Facilities, Logistics, and program areas to support operational readiness. (25%)
Inventory Systems, Data Integrity, and Quality Control
Ensures timely and accurate entry and maintenance of asset records, including asset tags, serial numbers, locations, custodians, and related transaction information in CAPPS, SPA, VAT, and other applicable systems. Performs and oversees quality-control reviews of system entries, inventory documentation, and employee work products. Analyzes inventory data and reports to identify discrepancies, trends, missing assets, duplicate records, control weaknesses, and corrective actions. (20%)
Staff Leadership and Performance Management
Manages day-to-day staff activities, assigns and reviews work, establishes expectations, and monitors workload, productivity, and service quality. Provides training, coaching, and technical guidance; develops staff development plans; and supports a respectful, inclusive, and accountable work environment. Reviews and approves documents and reports developed by employees to ensure professional quality, appropriate content, consistency, accuracy, and responsiveness. (20%)
Compliance, Reconciliation, and Problem Resolution
Monitors compliance with applicable laws, rules, policies, procedures, internal controls, and asset management requirements. Investigates and resolves asset discrepancies, losses, tagging issues, location variances, and reconciliation exceptions; develops and monitors corrective action plans. Serves as a primary operational contact for inventory reviews, audits, inspections, and requests for supporting documentation. (15%)
Policy, Process Improvement, and Stakeholder Coordination
Develops, evaluates, and implements policies, procedures, guidance, tools, and training materials for asset inventory and acquisition operations. Identifies areas of needed change and leads process improvements that strengthen accountability, efficiency, data quality, and customer service. Provides technical expertise and communicates effectively with HHS and DSHS programs, leadership, oversight entities, vendors, and other stakeholders. (10%)
Budget, Reporting, and Administrative Management
Assists with planning, evaluating, and monitoring budget requests and expenditures for the assigned business function and recommends adjustments as needed. Prepares and reviews management, productivity, compliance, and inventory-status reports, dashboards, briefings, and presentations. Performs human resources and other administrative actions necessary to manage the assigned function. Performs related work as assigned. May participate in the agency emergency-management response and continuity-of-operations activities, including working alternate hours or locations when required. (10%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
- Asset management, inventory control, acquisition, reconciliation, internal controls, and records accuracy practices.
- Applicable local, state, and federal laws and regulations and of public administration and management principles.
- Supervisory and management practices, including workload planning, staff development, performance management, and quality assurance.
Skill in:
- CAPPS, SPA, VAT, Microsoft Office applications, and other applicable inventory or reporting systems.
- Analyzing data, evaluating reports, identifying control weaknesses, resolving discrepancies, and developing practical corrective actions.
- Planning and organizing statewide operational activities, managing competing priorities, and meeting deadlines.
- Communicating clearly and professionally, preparing reports and presentations, and collaborating with diverse internal and external stakeholders.
Ability to:
- Establish goals and objectives; develop schedules, priorities, standards, policies, and procedures; and evaluate program outcomes.
- Manage asset operations, supervise the work of others, exercise sound judgment, and maintain confidentiality and accountability.
- Locate, scan, tag, and verify physical assets.
- Work safely in offices, warehouses, storage areas, and other inventory locations.

Initial Screening Criteria:
Experience in asset management, inventory control, property management, logistics, procurement, warehouse operations, accounting controls, or a closely related operational function.
Experience leading or supervising employees, projects, or operational work activities.
Experience using automated business systems and spreadsheets to maintain records, reconcile data, analyze results, or prepare management reports.
Experience interpreting and applying policies, procedures, laws, rules, or internal controls.
Preferred Criteria
Graduation from an accredited four-year college or university.
Experience managing statewide or multi-site asset inventory operations in a large, complex organization.
Experience with State of Texas property-accountability requirements and CAPPS, SPA, or VAT.
Experience preparing for or responding to audits, inspections, annual physical inventories, or certification activities.
Experience developing procedures, training staff, improving business processes, and resolving complex inventory discrepancies.

- Work may be performed indoors and outdoors and around moving vehicles, equipment, dust, noise, temperature changes, and storage or warehouse conditions.
