Position Summary:
Bilbro Construction is seeking an experienced, organized, and accountable Project Manager to manage assigned construction projects from contract award through closeout. This position will be responsible for project cost, schedule, contract administration, change orders, subcontractor and vendor coordination, billing, documentation, and communication with owners and project stakeholders. The ideal candidate is proactive, detail-oriented, commercially aware, and capable of working independently in a small-business construction environment where the Project Manager is expected to take ownership of the project's overall performance.
Key Responsibilities:
- Review contracts, plans, specifications, addenda, and scope of work; understand and track contractual obligations.
- Lead project start-up, establish project files, identify risks, and coordinate the transition from estimating/preconstruction to operations.
- Develop and maintain project schedules and coordinate with the Superintendent to meet milestones and completion requirements.
- Monitor project budgets, commitments, job costs, cost-to-complete, and projected final costs; identify potential overruns early.
- Manage subcontractors and vendors, including scopes, purchase orders, subcontracts, insurance, bonds, procurement, performance, and payment documentation.
- Prepare, negotiate, submit, and track change orders and other scope/cost adjustments.
- Manage RFIs, submittals, shop drawings, product data, and other project documentation.
- Serve as a primary point of contact for owners, architects/engineers, inspectors, subcontractors, vendors, and other project stakeholders.
- Prepare and submit progress billings; review supporting documentation; track retention, accounts receivable, and outstanding payments.
- Coordinate inspections, testing, quality requirements, deficiencies, punch-list work, and corrective actions.
- Support company safety and compliance requirements and promptly escalate significant issues.
- Maintain complete and accurate records of project correspondence, notices, schedules, costs, changes, approvals, and other contractual documentation.
- Coordinate project closeout, including punch list, warranties, O&M manuals, as-builts, releases, certificates, final billing, retention, and final acceptance.
- Work closely with the Superintendent while maintaining clear accountability between field operations and project management responsibilities.
- Identify project risks, delays, contractual issues, and potential claims and promptly communicate them to company management.
What Success Looks Like:
- Projects are completed safely, on schedule, within budget, and in accordance with the contract documents.
- Project costs and profitability are actively managed rather than discovered after the fact.
- Change orders, RFIs, submittals, notices, and other contractual matters are documented and followed through to resolution.
- Subcontractors and vendors are properly coordinated and held accountable to their commitments.
- Owners and project stakeholders receive timely, professional, and accurate communication.
- Project records, billing, collections, and closeout documentation are complete and current.
Qualifications:
- Ability to read and understand construction plans, specifications, scopes of work, and federal contract requirements.
- Proficiency with Microsoft Office, including Excel, Outlook, and Word, and familiarity with construction/project management software.
- Ability to manage multiple priorities and contractual deadlines in a fast-paced small-business construction environment.
- Strong organizational, written, verbal, negotiation, and problem-solving skills.
- Experience managing subcontractors, vendors, procurement, progress billing, and project financial performance.
- Experience working with federal contracting officers, government representatives, inspectors, architects/engineers, and other agency stakeholders.
- Strong understanding of federal contracting requirements, contract administration, project documentation, scheduling, cost control, submittals, RFIs, change orders, and closeout.
- Demonstrated experience managing federal construction contracts for agencies such as the U.S. Army Corps of Engineers (USACE), U.S. Department of Agriculture (USDA), Department of Defense (DoD), Naval Facilities Engineering Systems Command (NAVFAC), or similar federal agencies is strongly preferred.
- Minimum of 5+ years of professional construction project management experience involving U.S. federal government contracts is required.
- Bachelor's degree in Construction Management, Engineering, Business Administration, or a related field is required.
Federal Contracting Experience:
- Candidates should be prepared to identify the federal agencies they have worked with, the types and approximate values of projects managed, and their specific responsibilities on those contracts.
- Experience with USACE projects is highly desirable. Experience with USDA, DoD, NAVFAC, or other federal agencies is also strongly valued.
- The successful candidate must have substantial hands-on experience managing federal construction projects and understand the documentation, compliance, reporting, quality control, scheduling, and contract administration expected on federal work.

Reporting & Working Relationships:
The Project Manager works closely with company management, the Superintendent, estimating/preconstruction, accounting, owners, architects/engineers, subcontractors, vendors, inspectors, and other project stakeholders. The PM is expected to communicate material cost, schedule, contractual, safety, and performance issues to management promptly.
