Under the general direction of the Classification and Parole Representative (C&PR) the Correctional Counselor II (Specialist), Assistant Classification and Parole Representative/County Liaison, performs specific detailed duties related to monitoring standards of casework, classification, and parole processing at Sierra Conservation Center (SCC) and Camps. This includes reporting all trends, defects and problems in the above areas to C&PR. This position will also act as Post Release Community Supervision (PRCS) liaison between the institution and the counties, and between the institution and headquarters.

Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).

Effective July 1, 2025, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires that each full-time employee receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 leave credits monthly through June 30, 2027. Salaries do not reflect the recent changes.

Working Conditions

About this location -- Sierra Conservation Center (SCC) is located in the foothills near Jamestown, California, in the heart of the Mother Lode Gold Country.It is adjacent to the Stanislaus National Forest, offering pine trees, mountain streams, and an abundance of recreational activities (fishing, swimming, camping, skiing, golfing, etc.).The prison is approximately 70 miles from Yosemite National Park.

The primary mission of SCC is to provide housing, programs and services for minimum and medium custody incarcerated individuals, to aid in their rehabilitation. SCC is responsible for the training and placement of male incarcerated individuals in the Conservation Camp Program. SCC administers male camps located throughout California.

Knowledge of: The principles and procedures of incarcerated person classification (e.g., custody designation, custody level, specialized housing, program assignment, etc.) to provide a systematic process for the programming, housing, custody designation and assignment decisions used in the safe and secure management of incarcerated persons. The principles and practices of counseling and guidance to promote adjustment and determine appropriate programming needs within a correctional institution. Crime and delinquency to assess proper custody program placement and assignment. Casework theory/practice and the principles of individual/group behavior to designate incarcerated person programming, housing and maintain orderly operation of the facility. The purposes, activities, regulations and functions of the Board of Parole Hearings to ensure compliance with procedural requirements. Interpreting educational and psychological test results used in program placement and assignments to designate incarcerated person programming, housing, assignments and special needs or accommodations. Principles and practices of vocational guidance and occupational placement to designate incarcerated person programming, housing, assignments and special needs or accommodations. Verbal and written expression in order to exchange and provide accurate and pertinent information with staff, incarcerated persons and others. Correctional casework procedures to ensure that procedural requirements are in compliance with departmental rules and regulations. The range of normal and abnormal human behavior in order to designate incarcerated person programming, housing, assignments and special needs/accommodations. The policies and procedures of custody in order to maintain orderly operation of the facility and the safety of staff, incarcerated persons and the public. The methods used to manage and discipline incarcerated persons to ensure due process rights are afforded and procedural requirements are in compliance with departmental rules and regulations. The various Security Threat Groups (STG) and STG behavior in order to designate incarcerated person programming, housing and assignments and maintain the safety of staff, incarcerated persons and the public. Group processes and dynamics, including various roles played by group participants and different types of questions or modes of inquiry which can be used in group settings to provide accurate and pertinent information to staff and others. Training methods to plan and conduct on-the-job training to determine training needs, evaluate training results, maintain compliance with departmental policy and ensure a qualified workforce.

Ability to: Apply the principles and practices of counseling and guidance to determine appropriate housing, program placement and special needs and ensure institutional and public safety. Interpret test results and evaluate sociological, psychological, psychiatric, and vocational findings in order to make recommendations and determine appropriate housing, program placement, and special needs. Coordinate the work of a variety of occupations and professional disciplines in the classification of incarcerated persons to gather/disseminate information, assist other agencies and facilitate transfers, hearings and mental health evaluations. Effectively communicate (written/verbal/listening) with staff, incarcerated persons and other stakeholders to disseminate, share and receive information. Gain the respect and trust of incarcerated persons to assist in the determination of appropriate housing, program placement and special needs and ensure institutional and public safety. Organize and prioritize work in order to meet deadlines, time constraints and adjust to changes in assignments. Deal tactfully/diplomatically with sensitive issues in order to exchange and/or provide information/direction to staff and others. Analyze situations accurately in order to determine and implement effective and appropriate courses of action. Adapt effectively to a high volume/pressure of work in order to accomplish assigned tasks and ensure the effective operation of an assigned area. Respond effectively to emergency situations to ensure the safety/security of the institution, staff, incarcerated persons and others. Work independently to complete assigned tasks and adhere to timeframes.
