POSITION Summary : The Workforce Development Specialist conducts interviews to assess client needs, disseminates program(s) information, facilitates access to workforce development programs, and provides employment counseling services. The Workforce Development Specialist will work under moderate supervision with limited latitude for the use of initiative and independent judgment. Essential FUNCTIONS:
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS: General office environment with moderate noise levels. The position involves sitting for extended periods, with occasional walking or standing, in a busy environment with frequent unscheduled interruptions. Essential functions of the position require extended periods of driving, exposure to varying weather conditions, and the physical ability to bend, stoop, climb, and lift to 20 pounds, with or without reasonable accommodation.
- Disseminate information regarding workforce development programs, as well as special and supportive services.
- Assist clients with applications for employment, ensuring completeness, and with job searches, résumé preparation and other related activities.
- Assist employers in establishing accounts, using the job matching system and amending job posting information.
- Interview clients to assess and record information regarding training needs, education, experience, skills, interest and other relevant factors to determine clients' career development opportunities and eligibility of benefits.
- Determine employers' job requirements, match clients to current job openings and refer to qualified clients.
- Maintain case management records.
- Maintain or establishes working relationships with employers to verify satisfactory placements of clients.
- Administer employment assessments and test instruments.
- Assist in developing marketing, instructional or training materials to distribute to internal and external clients.
- May facilitate or assist in facilitating job readiness sessions and in conducting presentations to explain employment programs and services.
- May assist in writing job postings at the request of employers.
- Perform related work as assigned.
- Operate a motor vehicle on public roads as required by the position.
- Perform additional responsibilities and duties as assigned, consistent with the scope and level of the position.
- Education Requirements: High school diploma or equivalent required.
- Experience Requirements: Two years and six months of full-time qualifying experience in gathering information, interviewing, assisting with dissemination of program (public or private enterprises) information; or, in direct social work; in eligibility determination; or in workforce development issues and programs. Fifteen semester hours of accredited college work may be substituted for each six months of experience.
- Ability to clearly read, write, and communicate information to internal and external stakeholders.
- Requires computer proficiency and the ability to effectively operate standard office equipment.
- Maintain a valid driver's license and status as a qualified driver under the Company's Vehicle Safety Guidebook standards.
