SUPERVISORY INTELLIGENCE SPECIALIST

The primary purpose of this position is: To serve as the Technical Advisor, 16 AF (AFCYBER), Directorate of Intelligence. Provides the Directorate with extensive, broadly-based Intelligence expertise and knowledge across the entire spectrum of associated missions. Incumbent fully participates in all supervisory and management functions across the Intelligence Directorate. Responsibilities Duty 1 - Serves as a senior advisor and primary consultant on Intelligence plans and operations. These include but are not limited to: Signals Intelligence (SIGINT), Human Intelligence (HUMINT), Geospatial Intelligence (GEOINT), Measurement & Signature Intelligence (MASINT), Open Source Intelligence (OSINT), Counterintelligence (CI) and all associated intelligence support functions enabling global operations in support of USCYBERCOM and the remaining nine Combatant Commands. Duty 2 - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management and oversight. Duty 3 - Manages and oversees Intelligence Program Development. Recommends and oversees DoW and contractual arrangements for developing 16 AF's intelligence future roles. Duty 4 - Serves as a technical expert on Intelligence issues. Represents the 16 AF (AFCYBER) in meetings with senior leaders from other MAJCOMs, Air Staff, DoW, Combatant Commands, National Security Agency (NSA), Defense Intelligence Agency (DIA), National Reconnaissance Office (NRO), National Geospatial Intelligence Agency (NGA), Department of Homeland Security (DHS), other national agencies, and congressional staff members. Requirements Conditions of Employment Qualifications This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Expert knowledge regarding comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. Expert knowledge of the national intelligence community, Joint, Department of War structure, organizations and mission/functions, inter-relationships, planning and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge regarding comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. 2. Expert knowledge of the national intelligence community, Joint, DoW structure, organizations and mission/functions, inter-relationships, planning and operations. 3. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 4. Expert skill in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. 5. Ability to plan, organize, and direct the functions and staff of a medium-to-large sized organization. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
