Summary The Insulator will remove asbestos containing building material, replace/install flooring, insulation and other building products within the active healthcare environment of the Central Arkansas Veterans Healthcare System. The Insulator maintains the integrity and proper operation of all asbestos safety and flooring concerns to ensure minimal interruptions to VA operations be kept to a minimum and the quality of patient care at a maximum. Responsibilities Major duties include, but not limited to: Perform asbestos abatement tasks including inspection, encapsulation, containment, and removal of asbestos-containing materials (e.g., piping insulation, ceiling/floor tiles, cement boards, roofing, sheet rock mud, blown-in insulation). Construct negative-pressure enclosures and use glove-bag techniques to control fiber release during asbestos removal operations. Ensure strict compliance with EPA, OSHA, and Arkansas Regulation No. 21 for hazardous material handling, removal, and disposal. Assist Industrial Hygienists with facility inspections, surveys, and collection of air, water, and material samples. Calibrate, test, and maintain air-sampling instruments and safety equipment to support exposure monitoring and regulatory compliance. Bag, label, transport, and dispose of asbestos waste at approved toxic/landfill sites; coordinate delivery schedules with landfill personnel. Wear and enforce proper use of personal protective equipment (PPE); continuously monitor work areas for hazardous exposure risks. Complete and maintain accurate documentation for asbestos removal, disposal manifests, chain-of-custody, and daily activity logs. Perform journeyman-level carpentry: framing (metal studs, shoe/plate), drywall installation/finishing, flooring (tile/grid systems), and interior/exterior repairs. Operate hand, power, pneumatic, and powder-actuated tools (e.g., saws, sanders, routers, stud guns) to construct, modify, or repair structures and fixtures. Remove and reinstall furniture and fixtures (cabinets, desks, chairs, beds, tables) as required to support engineering and maintenance projects. Collaborate with other trades (Maintenance Mechanics, Painters, Carpenters) and perform cross-trade tasks such as plastering, painting, tile setting, and surface texturing as needed. Work Schedule: Monday- Friday, 7:00 am - 3:30 pm (Subject to change based on the needs of the facility). Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2026. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Ability to Lead with normal supervision Technical Practices Ability to Interpret Instructions, Specifications etc. Measurement and Layout Ability to use and maintain tools and equipment Knowledge of Materials Dexterity and Safety Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires frequent climbing, reaching, bending, stooping, pushing, pulling, kneeling, stretching, and walking. Some of the work is performed from ladders and scaffolds, which require overhead work in stretched, cramped, or awkward positions and frequent climbing. Arm movement is considerable when nailing, scraping, removing, repairing, or replacing encapsulating materials. There is frequent lifting and carrying of items that weigh 50-100 pounds. Proper PPE required for maintenance actions. Working Conditions: The work is usually performed inside under well-lighted conditions or outside during good weather conditions. Workers may occasionally be exposed to relatively low and high temperatures extremes, dust, dirt, grease, moisture, and cramped quarters. Work exposes the worker to floor surfaces that are wet and slippery. Subject to falls, cuts, burns, bruises, broken bones, and other serious injury. The removal and installation of insulating materials frequently create airborne particles, which require the wearing of respirators, and protective clothing and equipment, which may be restrictive and uncomfortable. Subject to emergency callback work after normal duty hours and scheduled overtime requirements, which are compensated for by premium pay. Eligible for hazardous duty compensation. Will be required to work in crawl spaces, indoors, above ceilings, on roofs of buildings, and outside in all types of weather. Will occasionally be required to work in electrical vaults, on high voltage distribution poles and in high voltage manholes. Will be required to work in hot, cold, wet, dry, dirty, dusty, noisy, greasy environments on scaffolding, man lifts, and extension ladders reaching 30 feet or more and in close quarters such as manholes, crawl spaces, attics, and vaults. May be exposed to temperature extremes in boiler rooms, walk-in freezers, laboratories, or research facilities.
