JOB TITLE: Crisis Mental Health Specialist III/IV LOCATION: Boardman (Morrow Co.) The position administers treatment in accordance with Oregon Administrative Rules (OAR’s) and the mission and values of CCS. Responsibilities include prompt and thorough assessment, evaluation, and intervention via telephone or in person, and timely written and verbal communication as indicated. The role collaborates closely with community partners and assists administration in meeting the behavioral health needs of the community. SUPERVISION Supervision Received: Supervised by the Crisis Supervisor. Supervision Exercised: Does not supervise other employees. RESPONSIBILITIES Assimilate data from a wide range of observations and use various clinical techniques to gather client histories. Establish short‑term goals with clients, provide follow‑up services as needed, and make appropriate referrals. Provide home visits and outreach to schools and other agencies as necessary. Screen referrals to ensure proper utilization of outpatient services. Complete clinical records and all collateral forms promptly and accurately. Arrange hospitalization on a voluntary or involuntary basis, ensuring it is the least restrictive alternative. Assist police, hospital staff, and community agencies in admissions and crisis situations. Arrange emergency or temporary placement as appropriate. Work as part of a mental health emergency response team and respond to non‑traditional hours when feasible. Coordinate with referral sources, provide assistance, directions, and feedback. Offer consultation services to hospital departments and other providers. Provide clinical services to children, adults, and families, including screening, assessment, individual and group therapy, consultation, and other permitted services. Participate in joint case planning and coordination with agency employees and contractors. Act as liaison between clients and other agencies and advocate for clients when appropriate. Attend and participate in supervision sessions. Collaborate with staff and community representatives to initiate new programs and revise existing ones. Coordinate behavioral health activities with community agencies such as schools, police, courts, clinics, and hospitals. Provide education, prevention, and information on behavioral health and addiction to various groups. Provide after‑hours emergency services on a 24‑hour rotating basis, including telephone consultation and crisis intervention. Initiate holds, conduct civil commitment investigations, and work with hospitals, case workers, state, and other agencies for all civil commitment processes. Ensure all paperwork is professional, clinically sound, and timely per OAR’s and guidelines. Attend trainings, meetings, and conferences as directed by administration. Assist other clinicians in facilitating groups as requested. Provide intensive children’s treatment services when required. Use agency software to maintain current client records and prepare reports. Transport clients as required. Administer urine test forms, provide accurate information, observe tests, and record results. Report abuse as required and complete necessary paperwork and investigations and develop safety plans. Other responsibilities as assigned. QUALIFICATIONS Education and Experience MHS IV: Doctorate degree in social work, psychology, or related field; or a master’s degree with certification as an LPC, LCSW, or LMFT. MHS III: Master’s degree in social work, psychology, or related field. Certifications Certified Mental Health Investigator (Dept. of Human Services). Certified Alcohol and Drug Counselor or Certified Gambling Addiction Counselor. OTHER SKILLS AND ABILITIES Knowledge of symptoms and challenges faced by people with mental illness and addictions; knowledge of relevant OAR’s. Effective verbal and written communication; ability to work independently and complete tasks in a thorough and timely manner. Understanding of co‑occurring disorders and use of appropriate assessment and intervention techniques. Professional public interaction and coordination across agencies. Ability to develop respectful relationships with clients and families. Knowledge of the recovery model. Representation of the customer and agency interests in a favorable light. Teamwork skills. Computer literacy; ability to type and use software systems. Handling of highly confidential information; adherence to confidentiality laws. CRIMINAL BACKGROUND CHECKS Must pass all criminal history check requirements as required by ORS 181.536‑181.537 and OAR 410‑007‑0200 through 410‑007‑0380. Employees, volunteers, and contractors are checked monthly on exclusion lists; exclusion causes immediate termination. PRE‑HIRE DRUG SCREEN Required. PERSONAL AUTO INSURANCE Must hold a valid driver’s license and personal auto insurance for vehicles used for CCS business. Proof of $300,000 liability coverage for bodily injury and $100,000 property damage is required. Coverage must be maintained for the duration of employment. PHYSICAL DEMANDS Use of office automation for computer and phone tasks. Regular sitting, talking, hearing, using hands and fingers. Occasional standing, walking, reaching, stooping, kneeling, and squatting. May lift or move up to 30 pounds. Requires close, peripheral, and distance vision and ability to adjust focus. On‑call rotation may involve less sleep. WORK ENVIRONMENT Office and community settings; moderate office noise; unpredictable community noise. Driving long distances and occasional overnight travel may be required. Work may involve responding to crisis environments with uneven terrain. Employs normal safety precautions typical of office duties.
