Learning And Development ManagerNestled in San Francisco's Excelsior neighborhood on a nine-acre campus, the San Francisco Campus for Jewish Living (SFCJL) is the leading senior services organization in Northern California. We are equally proud of our inclusive culture, where 950 team members of diverse faiths and backgrounds work together in shared purpose.Position Summary: The Learning and Development Manager is a newly created position within the Human Resources Department responsible for building and leading an organization-wide learning and development function.This role develops, implements, facilitates, and evaluates learning strategies and programs that strengthen employee capability, leadership effectiveness, regulatory readiness, performance, engagement, and succession planning. The Manager partners closely with executive and department leaders to assess organizational and role-specific learning needs and translate those needs into practical, measurable development solutions. This position also supports a culture of continuous learning by coordinating required and role-specific education, strengthening manager and supervisor capability, and ensuring learning programs align with organizational priorities, applicable regulatory requirements, resident-centered service standards, and the needs of a diverse workforce.The Learning and Development Manager owns the learning lifecycle, from needs assessment and instructional design through delivery, measurement, continuous improvement, vendor management, and learning technology administration, and uses data to demonstrate program effectiveness and business impact.Key Responsibilities:Develop and execute a comprehensive, organization-wide learning and development strategy aligned with strategic priorities, workforce needs, organizational values, and employee development goals.Conduct organization-wide and department-level training needs assessments using performance data, compliance requirements, employee feedback, leadership input, and operational trends.Design, develop, facilitate, and continuously improve instructor-led, virtual, blended, and e-learning programs using adult learning and instructional design principles.Lead leadership and management development programs including foundational supervisor training, coaching skills, performance management, communication, employee relations fundamentals, and leadership effectiveness.Partner with HR and operational leaders to support talent development, career pathways, succession planning, high-potential development, and workforce capability planning.Establish and maintain an annual learning calendar and governance process that prioritizes enterprise, department, compliance, and leadership-development needs.Oversee learning management systems, including course assignments, completion tracking, reporting, content governance, user experience, and data integrity.Partner with appropriate subject-matter experts to coordinate and track required training and education applicable to the organization, workforce, and healthcare environment.Collaborate with department heads to create consistent onboarding and new-hire learning frameworks that support successful integration, role readiness, organizational culture, and retention.Develop meaningful learning metrics and dashboards; evaluate participation, knowledge transfer, behavior change, compliance, employee experience, and organizational impact, and recommend improvements based on results.Manage the L&D budget, external vendors, consultants, training contracts, and learning resources to maximize quality, value, and organizational impact.Stay current on learning technologies, instructional design practices, workforce-development trends, and relevant senior living/healthcare training requirements and incorporate appropriate best practices.Develop and maintain training standards, templates, facilitator guides, learning materials, and documentation to promote consistency and quality.Facilitate learning sessions for employees and leaders and coach internal subject-matter experts and facilitators on effective training delivery.Promote an inclusive learning environment and incorporate accessibility, cultural responsiveness, and equitable development opportunities into learning programs.Support change-management initiatives by developing communication, education, and adoption strategies for organizational changes, new systems, policies, and processes.Perform other related duties and special projects as assigned.Job Details: Pay Rate: $120,000 - $150,000 annually Hours: Full-Time Shift Schedule: Day Working Days: Monday through FridayRequired Qualifications:Bachelor's degree in human resources, Organizational Development, Education, Business Administration, Instructional Design, or a related field; equivalent combination of education and directly relevant experience may be considered.Seven (7) years of progressively responsible learning and development, organizational development, talent development, training, or closely related experience, including experience independently leading significant programs.Demonstrated experience designing and facilitating learning for adult employees and managers.Experience partnering with leaders and subject-matter experts to assess needs and implement organization-wide learning solutions.Preferred Qualifications:Experience in senior living, healthcare, long-term care, nonprofit healthcare, or another highly regulated service environment.Experience developing leadership-development, succession-planning, onboarding, and compliance-training programs.Experience with learning management systems, e-learning authoring tools, and learning analytics.Professional certification such as CPTD (Association for Talent Development), SHRM-SCP/SHRM-CP, SPHR/PHR, or comparable credential.Experience supporting organizational change and culture-development initiatives.Other Skills & Abilities:Strong knowledge of learning principles, instructional design, facilitation, curriculum development, and blended/e-learning methodologies.Demonstrated ability to build an L&D function or lead enterprise-wide learning programs from needs assessment through evaluation.Strong facilitation, presentation, coaching, consulting, and stakeholder-management skills, with the ability to work effectively with frontline employees through executive leadership.Experience developing leadership and management-development programs.Strong project and program management skills with the ability to manage multiple priorities, timelines, vendors, and stakeholders.Experience administering or optimizing an LMS and using learning technologies and authoring tools.Strong analytical capability, including the ability to define success measures, interpret learning and workforce data, and communicate outcomes to leadership.Excellent written and verbal communication skills and the ability to translate complex concepts into practical, accessible learning.Sound judgment, discretion, organizational skills, and the ability to operate effectively in a dynamic, service-oriented environment.Working knowledge of Microsoft 365; familiarity with HRIS, LMS, e-learning authoring, survey, and reporting tools.Ability to maintain professionalism while interacting with applicants, employees, leadership, and external partners.Physical Requirements:Ability to work at a computer for extended periods.Ability to sit, stand, walk, and move throughout the facility as needed.Ability to attend recruiting events both onsite and offsite.Ability to occasionally lift up to 20 pounds.Our Investment In You:Comprehensive benefits, including Medical, Dental, and Vision coverage;
