Human Resources Manager

Job Responsibilities Maintains and assists with institutional position management and classification activities including maintaining accurate position descriptions, coordinating, reclassification requests, preparing organizational charts, and ensuring timely employment processes are completed and posting of vacant positions via appropriate system in accordance with agency policies. Supervises human resource assistant at institution providing leadership, guidance, and accountability for the position. Provides comprehensive HR support to institutional employees by offering guidance on payroll, benefits, leave administration, and employment processes, ensuring accurate completion and timely submission of all required personnel forms to the relevant HR branch. Assists in agency onboarding and new employee processing at institutional level, ensuring all documentation is completed accurately, submitted within established deadlines, and that new staff receive all required new hire paperwork. Responsible for employee records management by maintain personnel, medical, and leave file; ensuring leave balances are accurate to include semiannual leave statement audits are completed with signatures. Conducts file audits, including separation audits, in compliance with state and agency requirements. Supports performance management and employee relations by ensuring completion of EPMS evaluations, providing policy guidance to supervisors, reviewing employee corrective actions (ECA) for compliance and attendance of ECA meetings, and informing employees of grievance procedures and available support resources. Coordinates workplace safety and compliance functions, including workers' compensation reporting and follow up, working together with the Environmental & Health Safety Officer (EHSO) as needed, providing support for ACA accreditation documentation as needed, and managing health related tracking such as tuberculosis and hepatitis b requirements as needed. Performs general HR operations, special projects, and limited supervisory duties as assigned, including conducting training sessions, assisting with inspections, coordinating employee programs, serving as a certifying official for VA On the Job Training benefits, and performs additional duties as directed by management. Must successfully complete four (4) weeks of SCDC Basic Training upon hire. Minimum And Additional Requirements State of South Carolina Minimum Requirements A bachelor's degree and relevant human resources experience. A master’s degree in human resources management may substitute for the required experience. SCDC Requirements A bachelor's degree and relevant human resources experience. OR An associate degree and three (3) years’ experience in human resources; OR A high school diploma and five (5) years’ experience in human resources management. Preferred Qualifications Prior institutional human resources experience is preferred. Experience working with the South Carolina Enterprise Information System (SCEIS) is preferred but not required.
