POSITION OVERVIEW

New Pathway Recovery is seeking a licensed Clinical Supervisor LCSW, Psychiatric NP, LMFT, LPCC, with a minimum of two (2) years of direct IOP experience to join our team on a contract basis during our pre-launch and opening phase. This is a ground-floor opportunity to help build and shape the clinical program of a new IOP from the start. The contract position will transition to full-time employment with full benefits upon agreement at program opening, based on performance and program launch milestones.

The Clinical Supervisor will be the senior clinical leader responsible for establishing clinical protocols, supervising SUD counselors, conducting or overseeing client assessments, signing treatment plans, and ensuring all clinical services meet DHCS, ASAM, and payer standards. This role is critical to our credentialing, DHCS compliance, and program launch.

LICENSE REQUIREMENTS — ONE OF THE FOLLOWING REQUIRED

•        Licensed Clinical Social Worker (LCSW) California BBS active license in good standing

•        Licensed Marriage and Family Therapist (LMFT) California BBS active license in good standing

•        Licensed Professional Clinical Counselor (LPCC) California BBS active license in good standing

•        No associate or intern licenses accepted for this position — full licensure required

•        License must be free of disciplinary actions, probation, or restrictions

MINIMUM QUALIFICATIONS — ALL REQUIRED

•        Minimum 2 years of direct clinical experience in an Intensive Outpatient Program (IOP) ASAM Level 2.1 — this is a non-negotiable requirement

•        Active, unrestricted LCSW, LMFT, or LPCC license issued by the California Board of Behavioral Sciences (BBS)

•        Demonstrated knowledge of ASAM Criteria for SUD level of care determination

•        Experience conducting biopsychosocial assessments and individual treatment planning

•        Experience supervising SUD counselors (CADC, RADT, or registered interns)

•        Knowledge of 42 CFR Part 2 confidentiality requirements and HIPAA compliance

•        Familiarity with Drug Medi-Cal (DMC) or commercial insurance billing documentation requirements

•        Strong clinical documentation skills — progress notes, treatment plans, discharge summaries

•        Ability to work independently and provide clinical leadership in a startup environment

PREFERRED QUALIFICATIONS

•        Experience with co-occurring disorders (SUD and mental health) dual diagnosis IOP preferred

•        Familiarity with CalAIM and DMC-ODS billing and documentation standards

•        Prior experience as Clinical Director or Clinical Supervisor in an IOP or PHP setting

•        Experience with EMR systems for behavioral health (Behave Health, Kipu, or equivalent)

•        Spanish language proficiency — bilingual candidates strongly encouraged to apply

•        Experience with evidence-based practices: CBT, DBT, Motivational Interviewing, EMDR

•        Experience with telehealth IOP delivery via HIPAA-compliant video platforms

KEY RESPONSIBILITIES — CONTRACT PHASE (PRE-LAUNCH)

During the contract/pre-launch phase, the Clinical Supervisor will work closely with the Executive Director to prepare the program for opening.  Total of 10 Hours monthly via phone, email or Zoom.

•        Participate in DHCS credentialing and site visit preparation — clinical protocols, forms, and documentation review

•        Assist with commercial insurance payer credentialing applications as the named Clinical Supervisor

•        Review and finalize clinical policies and procedures in collaboration with the Executive Director

•        Develop group curriculum and psychoeducation content for IOP program sessions

•        Review and finalize client intake forms, biopsychosocial assessment tools, and treatment plan templates

•        Participate in EMR setup and clinical workflow configuration

•        Establish clinical supervision structure and protocols for SUD counselor oversight

•        Assist with hiring and interviewing SUD counselors prior to program opening

KEY RESPONSIBILITIES — FULL-TIME IF terms agreed upon at opening of program.

•        Provide clinical supervision to SUD counselors (individual and group supervision) per DHCS requirements — minimum 1 hour per week per counselor

•        Conduct or oversee initial biopsychosocial assessments for all new clients using ASAM six dimensions

•        Sign and authorize individualized treatment plans (ITPs) within required timelines

•        Lead and co-facilitate IOP group sessions as clinically appropriate

•        Provide individual counseling sessions as needed and per treatment plan

•        Conduct utilization review and authorize continued stay at ASAM Level 2.1

•        Sign off on clinical documentation — progress notes, treatment plan reviews, discharge summaries

•        Participate in weekly clinical staff meetings and case conferences

•        Respond to client crises and provide crisis intervention as needed

•        Coordinate referrals for step-up, step-down, and wraparound services

•        Ensure all clinical services comply with DHCS Title 9, Title 22, 42 CFR Part 2, and HIPAA

•        Participate in CQI (Continuous Quality Improvement) activities per QMS-001

•        Maintain clinical licensure and complete required continuing education (CE)

SCHEDULE — CONTRACT PHASE

•        In person and remote (document review, credentialing support, curriculum development)

•        On-site availability in Dublin, CA required for DHCS site visit and payer credentialing meetings

•        Compensation: Negotiable hourly or daily contract rate based on experience and qualifications

SCHEDULE — (UPON PROGRAM OPENING)

•        Monday, Tuesday, Wednesday, Thursday, Friday, Saturday — program days (9:00 AM – 9:00 PM, with shift rotation)
