The position provides leadership, supervision, and development to program management and ensures services are delivered safely, consistently, and in accordance with client needs, agency expectations, and applicable requirements. The Program Director is accountable for program performance, client services, staffing effectiveness, leadership development, Developmental Disabilities Administration (DDA) relationships, and successful implementation of program expectations. A primary focus of the position is developing strong and effective leaders who are capable of managing their areas of responsibility, addressing concerns timely, and maintaining accountability for program outcomes. The Program Director works collaboratively with the Executive Director, Operations Director, BCBA, Human Resources, Finance and Contracts Director, and other agency leadership to implement program standards across all three counties.Principal Activities:Provides overall leadership and accountability for the performance, quality, and effectiveness of Disability Services across Skagit, Snohomish, and King Counties.Supervises, coaches, and develops Senior Program Managers, Program Managers, Client Care Managers, and Health Care Managers.Utilizes Senior Program Managers to provide county-level leadership, Program Manager mentoring, operational support, and follow-up on program expectations.Ensures Program Managers effectively oversee the day-to-day operations of their assigned homes, clients, staffing, and employees.Monitors program performance, staffing levels, service utilization, client outcomes, and emerging program risks and ensures concerns are addressed timely.Maintains positive relationships and communicates with DDA, clients, families, guardians, and community partners regarding significant or escalated program matters.Participates in new client referrals, program transitions, and service development as appropriate.Ensures program leadership implements and maintains applicable DDA requirements, WAC regulations, agency policies, procedures, operational standards, and client-service expectations.Provides leadership and consultation regarding significant staffing, employee performance, disciplinary, client, health and safety, and program concerns.Provides oversight to ensure required client support plans, protocols, and other client-service documentation are completed and implemented appropriately.Responds to QA, compliance, audit, and other identified concerns within Disability Services and ensures program leadership completes required corrective actions and implements necessary changes.Partners with the Operations Director, Quality Assurance Coordinator, and Training Coordinator to address quality, compliance, training, and program improvement needs.Partners with the Operations Director to identify program needs, evaluate the impact of proposed changes, and successfully implement policies, procedures, operational standards, training expectations, and process improvements within Disability Services.Provides program leadership during significant incidents and investigations and ensures appropriate program-level follow-up and response.Identifies program trends and opportunities to improve service quality, staffing stability, consistency, accountability, and client outcomes.Participates in strategic planning and provides leadership for responsible program growth and development.Maintains regular communication with the Executive Director regarding program performance, significant risks, staffing concerns, compliance matters, and growth opportunities.Participates in agency leadership and management meetings.Performs other duties as assigned.Effect on End Results:Disability Services provides consistent, person-centered, safe, and high-quality services across all counties and service areas.Senior Program Managers, Program Managers, and other program leaders demonstrate strong leadership, accountability, sound decision-making, and effective management of their responsibilities.Program concerns involving clients, staffing, employee performance, service delivery, and program risk are identified and addressed timely at the appropriate leadership level.Clients receive services that are responsive to their individual needs, and relationships with DDA, families, guardians, and community partners remain strong and effective.Program leadership consistently implements established policies, procedures, operational standards, training expectations, and corrective actions within their areas of responsibility.Staffing, service utilization, client outcomes, and program performance are actively monitored and managed to support stability and sustainability.Disability Services demonstrates consistent leadership and service delivery across Skagit, Snohomish, and King Counties while remaining responsive to the unique needs of each service area.The department is positioned for responsible growth and continuous improvement through strong leadership, clear accountability, and effective collaboration across agency functions.#voaww3Qualifications:Bachelor's degree equivalent education and relevant experience may be considered.Minimum of 5 years of progressive leadership or management experience, preferably in human services, disability services, or a related field.Demonstrated experience coaching, mentoring, and developing managers and other members of leadership to strengthen performance, accountability, decision-making, and leadership effectiveness.Demonstrated ability to supervise leaders, establish clear expectations, provide meaningful feedback, and hold management staff accountable for results.Strong leadership skills with the ability to build effective management teams and promote consistency across multiple programs, locations, or service areas.Knowledge of DDA, applicable WAC requirements, and services for individuals with intellectual and developmental disabilities preferred.Strong organizational, problem-solving, decision-making, and conflict-resolution skills.Excellent written, verbal, and interpersonal communication skills.Ability to work independently, manage competing priorities, and provide effective leadership.Ability to collaborate effectively with executive leadership, managers, employees, clients, families, guardians, community partners, and state entities.Demonstrates professionalism, sound judgment, accountability, and follow-through.Demonstrates the necessary attitudes, knowledge, and skills to deliver services and work effectively.Must have a valid Washington State driver's license, reliable transportation, and be approved as an agency driver.Must be able to pass required background checks and meet applicable agency and DDA requirements.Physical Requirements:Ability to perform primarily office-based work with regular travel throughout Skagit, Snohomish, and King Counties.Ability to sit, stand, walk, bend, reach, and use a computer and telephone for extended periods as required by the position.Ability to travel to program sites, meetings, and community locations and respond to program needs as appropriate.Ability to lift, carry,
