Job Title: Construction Project Manager – Power Utility (Hybrid, Northern Indiana) Job Description
This role oversees construction activities for power utility infrastructure supporting data center delivery in Northern Indiana. The Construction Project Manager coordinates closely with internal engineering and construction teams, utility providers, and authorities having jurisdiction to ensure scope, cost, schedule, quality, and safety objectives are met. The position combines on-site field oversight with office-based planning and reporting in a hybrid work environment.
Responsibilities- Serve as the designated Project Manager and single point of contact for the utility service provider across all utility scope, including transmission, distribution, and substation work as defined in project agreements.
- Facilitate regular design and site progress meetings, at least once per week, with the energy team, construction delivery team, engineering team, and authorities having jurisdiction, using teleconference where appropriate.
- Prepare and maintain a contact matrix that clearly documents contact information and division of responsibility for all utility groups involved in the project.
- Coordinate and obtain sign-off from engineering and energy project managers for all utility and substation scope as part of the Facilities Construction Agreement.
- Oversee the issuance of drawings for client review and approval, ensuring sign-off is completed through electronic signature platforms such as Adobe Sign or DocuSign.
- Ensure the latest version of AutoCAD is used for all design efforts and leverage BIM 360 for design coordination as required by the engineering team.
- Document and track all tasks, including agreements, deeds, and easements, required to achieve successful project completion in alignment with the project schedule.
- Inform energy project managers of any missed scope and verify that all work is clearly in scope before authorizing or proceeding with activities.
- Track purchase orders and report on remaining funding, typically at the 80% threshold, including budgets, cost estimates, true-ups, contingencies, and not-to-exceed values.
- Ensure all new scope is processed through the formal change management process and that change orders are fully executed before any related work begins, including amendments to the Facilities Construction Agreement for customer-requested changes.
- Develop and publish a detailed project schedule in Microsoft Project, including clearly defined predecessors with zero float where applicable.
- Identify critical path activities, report on them weekly, and maintain and update schedule actuals and progress on a monthly basis.
- Publish key milestones for both the client and the utility, and verify and update the Microsoft Project schedule on a weekly basis.
- Monitor long lead equipment status, verifying that equipment such as transformers and high voltage breakers remain on track for their on-site dates.
- Advise energy project managers on opportunities to improve the schedule, communicate delays promptly, and outline the action items needed to address them.
- Develop and present mitigation solutions and recovery schedules for delays, including any associated cost impacts.
- Prepare and deliver weekly progress reports, including photographs, to energy project managers, and ensure records are properly maintained through document control as directed.
- Conduct weekly site walks, documenting conditions with photographs, and lead pre-construction site walks with all stakeholders.
- Verify that substation civil work is complete and compliant with utility specifications, and promptly advise energy project managers of any quality issues while maintaining appropriate documentation.
- Champion safety as a core value, reinforcing that safety is everyone’s responsibility and takes precedence over other priorities.
- Submit an energization safety plan to the client and lead pre-energization site walks with all stakeholders, including on-site client representatives.
- Coordinate methods of procedure in advance, submitting them for review and collaboration with the on-site team to ensure safe and orderly execution.
- Confirm that the general contractor has completed all scope downstream of the yard before energization or related activities.
- Track on-site equipment deliveries and construction progress daily, ensuring alignment with the project schedule and long lead equipment timelines.
- Capture site photos regularly to document progress, conditions, and compliance with safety and quality expectations.
- Coordinate closely with the client’s construction team and the utility construction team to resolve issues, align activities, and maintain clear communication.
- Complete and submit required reports accurately and on time, providing clear updates on scope, cost, schedule, quality, safety, and risk.
- Support and assist the regional project manager with on-site issues, contributing to problem-solving and proactive risk management.
- Power utility construction management experience, with at least 5 years in a Power Utility Construction Manager or closely related role.
- Demonstrated project management experience in construction environments, including utility, transmission, distribution, and substation projects.
- Strong scheduling skills with the ability to develop, maintain, and update detailed schedules in Microsoft Project, including critical path analysis.
- Experience tracking and managing long lead equipment such as transformers and high voltage breakers.
- Proficiency in cost management, including tracking purchase orders, monitoring funding, managing budgets, cost estimates, contingencies, and true-ups.
- Hands-on experience with construction reporting, including weekly progress reports, photographic documentation, and formal document control processes.
- Ability to coordinate and lead multi-stakeholder meetings with construction teams, engineering teams, utilities, and authorities having jurisdiction.
- Strong understanding of safety management in construction and utility environments, including energization safety planning and methods of procedure.
- Proficiency with AutoCAD for design-related coordination and review.
- Familiarity with BIM 360 for design coordination activities as required by engineering teams.
- Ability to interpret and manage Facilities Construction Agreements and related project documentation.
- Excellent communication skills for coordinating with client construction teams, utility partners, and internal project stakeholders.
- Strong problem-solving skills to address on-site issues and support regional project managers in resolving construction challenges.
- Experience with Bluebeam for drawing review and markup on a laptop.
- Experience with Primavera P6 scheduling software, where available, to complement Microsoft Project scheduling.
- Background in data center delivery or data center engineering projects.
- Familiarity with permitting processes and working with authorities having jurisdiction.
- Experience managing documentation related to agreements, deeds, and easements.
- Comfort working in hybrid roles that blend field presence with office-based planning and reporting.
- Ability to develop and implement mitigation and recovery plans for schedule delays, including analysis of cost impacts.
- Experience coordinating with general contractors and verifying completion of downstream scope prior to energization.
This position is based in Northern Indiana and follows a hybrid work model, typically requiring 2–3 days per week on site and an estimated 40-hour workweek. The role involves regular presence at active construction sites for power utility and substation work, as well as office-based tasks such as scheduling, reporting, and coordination with project stakeholders. The environment includes coordination with data center delivery teams, engineering teams, utility providers, and authorities having jurisdiction. Work is performed using tools such as Microsoft Project, AutoCAD, BIM 360, Bluebeam, and document control systems, with long lead equipment tracking as a key component. Personal protective equipment is required on site and includes a monitor, keyboard, headset, and mouse for office tasks, along with a Class 2 safety helmet, Class 2 or higher safety vest, cut and impact resistant gloves, ANSI Z87.1 or higher safety glasses or visor, and composite toe work boots made of leather or leather alternative that extend at least 4 inches above the ankle (no low-cut or sneaker styles). A Class 2 or higher reflective jacket suitable for cold and wet weather is also required. The role involves working in outdoor conditions at utility and substation sites, walking the site regularly, and conducting inspections and progress walks while maintaining strict adherence to safety standards.
