Role Description:

The Staff Accountant applies well-established accounting, grants management, billing, and cost recovery principles, concepts, and practices to the accounting treatment of financial transactions. Within the limits of delegated responsibility, demonstrates mastery of accounting grants management, billing, and cost recovery in the performance of assignments and in the resolution of complex problems. The position is also responsible for providing analysis and advice regarding accounting programs revenue projections, operating and capital billing and disputes resolution and/or financial management matters. Work is performed with limited supervision and work is reviewed by supervisor solely for soundness of overall approach, feasibility of recommendations and adherence to project assignments(s).

Essential Duties & Responsibilities:

The Staff Accountant supports a broad variety of accounting functions and works independently at an expert level with minimal supervision; may include all or a subset of the following.

• Performs a wide range of activities in fixed asset management, specifically in areas of accountability, recording, reporting and problem resolution.

• Performs complex account reconciliation and account analysis; defines problem or issue, interprets and conducts comprehensive analysis which may include data trends, deviation from standards. May be involved in forecasting and cost benefit analysis.

• Reviews, records and reports financial transactions in accordance with established accounting principles (Generally Accepted Accounting Principles - GAAP), policies, and objectives.

• Develops nonstandard reports and statements, i.e. those containing cash forecasts reflecting the interrelations of accounting, cost budgeting, or comparable information.

• Prepares financial information for submittal of the financial statement and closing activities.

• Implements and monitors policies and procedures in assigned program area to ensure achievement of management objectives.

• Uses judgment and professional knowledge to assess, investigate and analyze unusual problems or complete projects in the absence of guidelines, policies and or procedures.

• Supports a broad variety of activities for grants, wholesale billings on capital and operating and maintenance costs, miscellaneous ad-hoc billings, and other activities related to cost recovery including IMA settlement preparation, audit coordination, and disputes resolution.

• Prepares various financial information and schedules for the preparation of financial statements, and Schedule of Expenditure of Federal Awards (SEFA) and closing activities. Coordinates timely completion of annual audits of SEFA.

• Performs cost analysis and imports, adjustments, reconciliations and analysis of financial transactions on Project Portfolio Management (PPM) module of Oracle ERP. Performs wholesale revenue projections based on proposed budgets.

• Performs other related duties and projects as assigned at the discretion of the Senior Accountant.

Required Skills & Qualifications

Required Experience:

Four (4) years of progressive accounting/finance experience.

Minimum Education Requirements:

Bachelor’s degree in Accounting from an accredited university or college.

Required Skills:

Good working knowledge of automated financial systems, specifically Oracle Cloud ERP.

Ability to work independently in a project-oriented environment.

Strong analytical, planning, and organizational skills.

Expert knowledge of accounting/finance principles and GAAP, billing, cost recovery, and grants management principles.

Utilizes personal computer and maintains working knowledge of Oracle Cloud ERP and other applicable software programs including MS office skills i.e. Word, Excel skills.

Ability to communicate effectively, both orally and in writing.
