Primary Job Function:

Lead procurement activities in accordance with Strike’s safety expectations, Code of Conduct, delegated authority, and procurement policies.
Develop and execute projects and category sourcing strategies for materials, equipment, subcontracted services, rentals, and other operational requirements.
Partner with Operations, Project Management, Estimating, Engineering, Finance, Legal, and field teams to understand demand, specifications, budgets, schedules, and client requirements.
Support estimates and proposals by obtaining current supplier pricing, validating lead times, identifying commercial assumptions, and evaluating market risk.
Manage competitive requests for quotation and proposal, bid leveling, commercial evaluations, supplier negotiations, recommendations, and award documentation.
Negotiate pricing, payment terms, delivery commitments, warranties, insurance requirements, and other commercial terms that protect Strike and support project objectives.
Coordinate with Legal and project leadership on contract language, terms and conditions, exceptions, and procurement-related risk.
Issue and administer purchase orders, subcontracts, change orders, and related commitments in accordance with approved processes and authority levels.
Monitor supplier capacity, delivery performance, quality, expediting needs, documentation, and corrective actions to support project schedules.
Identify supply-chain constraints, price volatility, long-lead items, and single-source exposure; develop practical mitigation and contingency plans.
Build and maintain a qualified supplier network that supports Strike’s pipeline, facilities, industrial, power, and other energy-infrastructure work.
Use procurement and project data to track committed cost, savings, supplier performance, cycle time, compliance, and other key performance indicators.
Coordinate receipt, invoice, and payment issue resolution with project teams, Accounts Payable, vendors, and other stakeholders.
Maintain complete, accurate, and audit-ready procurement and contract records.
Standardize and continuously improve procurement workflows, templates, controls, reporting, and technology utilization.
Perform other duties and support special projects as assigned.
Experience:
Typically, 8 or more years of progressive procurement in the Construction industry, preferably oil and gas, strategic sourcing, supply-chain, subcontract administration, or related experience, including leadership responsibility.
Procurement experience supporting construction, EPC, pipeline, facilities, industrial, power, or energy-infrastructure projects is strongly preferred.
Demonstrated experience sourcing engineered materials, construction equipment, rentals, field services, and subcontracted scopes.
Proven success managing competitive bids, commercial evaluations, negotiations, purchase orders, subcontracts, and supplier performance.
Experience identifying and mitigating cost, schedule, quality, compliance, and supply-chain risk.
Experience establishing or improving procurement processes, controls, reporting, and technology-enabled workflows.
Experience leading, coaching, or developing procurement professionals and working effectively in a matrixed, project-driven environment.
Preferred Education/Training:
Bachelor’s degree in Supply Chain Management, Business, Construction Management, Engineering, or a related field is preferred; equivalent relevant experience may be considered.
Professional procurement or supply-chain certification, such as CPSM, CSCP, or equivalent, is a plus.
Competencies:
Strong knowledge of strategic sourcing, contracting, supplier management, procurement controls, and construction project execution.
Commercial judgment and negotiation skills, with the ability to balance cost, quality, schedule, risk, and long-term supplier value.
Ability to interpret scopes of work, specifications, bid documents, contractual requirements, supplier proposals, and pricing data.
Proficiency with enterprise procurement, ERP, project-management, document-management, or supplier-management systems; experience with Microsoft 365, including advanced Excel skills.

Strong planning, prioritization, and follow-through in a fast-paced environment with multiple projects, deadlines, and changing operational needs.
Clear written and verbal communication skills and the ability to build productive relationships with field leaders, project teams, executives, clients, and suppliers.
High level of integrity, accountability, confidentiality, and professional judgment.
Leadership style promotes safety, collaboration, continuous improvement, and development of team members.
