Contractor Qualifications And Experience

The Contractor must possess the following minimum qualifications and experience:

Five years of experience in developing and maintaining detailed project plans (including work breakdown structures).

Five years of experience in meeting facilitation and documentation.

Five years of experience creating and presenting internal and external status reports and detailed status reports suitable for presentation to the Legislature or Steering Committee.

Five years of experience with Budget and Financial Management including Cost Analysis/ Cost Benefits.

Project Management Professional (PMP) Certification and four years of experience leading and managing projects.

Risk Management:

Five years of experience with User Acceptance Testing (UAT) methodologies and documentation.

Five years of experience with risk tracking, mitigation and issue tracking.

Five years of experience using Microsoft Project to track and maintain projects.

Project Deployment:

Five years of experience in leading project teams and effectively conduct the project to meet project objectives.

Five years of experience in delivering the project in the agreed schedule, to the correct technical specification (i.e. defined to meet user requirements) within the approved budget and other specified criteria.

Contractor Responsibilities

SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:

Provide project management for all technical projects following information system development methodology Rational Unified Process and project management best practices as detailed in the Project Management Body of Knowledge and the Project Management Office.

Create, maintain and refine detailed project plans (including work breakdown structures), tracking project schedules and technical performance and leading both the business and technical teams as assigned.

Assist with the allocation of resources as assigned.

Coordinate interaction with the customers, users and stakeholders and to keep the project team focused on the right goals as assigned.

Follow a standard set of practices that ensure the integrity and quality of project artifacts as assigned.

Develop and maintain a project plans and tasks assigned to technical team and users as assigned.

Provide research and analytical services for systems as assigned.

Meet with the program offices to collect user requirements for new systems, or enhancements to existing systems as assigned.

Develop screen layouts for new systems, or enhancements to existing systems as assigned.

Develop work estimates for system enhancements or new development as assigned.

Coordinate system acceptance testing with program offices as assigned.

Develop documentation as assigned, i.e. diagrams, flow charts.

Perform testing on system changes to meet user-defined requirements as assigned.

Facilitate user acceptance testing with the business program staff as assigned.

Provide management with system status as requested as assigned.

Produce detailed accounting of hours worked by tasks as assigned.

Facilitate meetings with technical and program staff as assigned (i.e. scheduling meetings, document decisions, identify issues and action items).

Produce work estimates to implement user-defined requirements and system changes as assigned.

Produce status reports on the implementation of user-defined requirements as assigned.

Provide analytical services on Department IT processes to identify operational efficiencies as assigned.

Provide analytical research to satisfy queries requested by the Legislature and Department management as assigned.

Follow IT processes and coordinate with other IT staff to ensure compliance with standards as assigned.

Correspond (verbally and in written formats) with project teams, internal stakeholders regarding project activities, deliverables, and status as assigned.

Coordinate efforts with the Contract Manager to achieve cost savings under this agreement, where feasible and practicable, as assigned. Those efforts include, but are not limited to, identifying common system errors in systems that can be resolved in a manner that achieves cost savings in the State of Florida. Any cost savings identified must be documented included as part of the monthly status report.

Required Skills: Project Management, Planning. Additional Skills: Project Manager. This is a high priority requisition.
