- 15.00/hour during a 6‑month probationary period
- 15.36/hour after successful completion of probationary period
NIMS 100, 200, 700 & 800.
All firefighter & rescue certifications must be IFSAC accredited and any out of the state of NC must have reciprocity with NC. Parks and Grounds Technician – Full‑Time General Statement of Duties Performs unskilled and semi‑skilled manual labor in maintaining all of the building and grounds for the Town of Mocksville. Distinguishing Features of the Class An employee in this class performs manual labor in maintaining Town structures, facilities, parks and grounds. Work includes mowing and landscaping, leaf collection, general maintenance including painting and carpentry, and janitorial duties. Employee will use a variety of tools and light equipment. Judgment is required in applying rules, procedures and decisions that may affect the quality or accuracy of results. Employee is under immediate supervision with detailed instruction and close frequent review of work. Illustrative Examples of Work Maintains all shelters, buildings and greenways inside Town’s parks and other properties. Mows, edges, trims, and waters lawns, fields and other turf grounds; prepares and fertilizes soil; operates the irrigation system. Plants, cultivates, prunes, sprays, fertilizes and irrigates flowers, trees, grass and shrubs; pulls weeds and rakes leaves; edges walkways; sweeps litter from walks and driveways. Maintains 27 satellite locations including the public works pump stations, public works shop, fire department, town square, and multiple other areas throughout the town. Operates a variety of power‑driven equipment such as tractors, mowers, edgers, blowers, chain saws, hedge trimmers and other equipment used in grounds work; utilizes standard gardening hand tools; drives a vehicle to conduct work. Maintains Town’s cemetery, including landscaping and marking grave plots. Performs routine work in the preparation, lining, marking and dragging of athletic fields and related areas as assigned. Performs preventative maintenance and routine repair on tools and equipment as needed to attain serviceability. Ensures all playground equipment is in good working condition and safe for public use. Maintains all grounds at town hall including the installation and removal of Christmas decorations. Keeps all parks facilities clean and safe, including restocking of supplies, pressure washing, sanitizing equipment and fixtures. Performs related work as required. Knowledge, Skills, and Abilities Knowledge of basic knowledge of electrical, plumbing, mechanical, and carpentry work. Knowledge of equipment and materials used in the construction and maintenance of grounds and landscaped areas and other facilities. Knowledge of methods and techniques used in planting and caring for trees, shrubs, perennials, tropical, annuals, and grasses. General knowledge of application procedures for controlling or eradicating plant pests and diseases. General knowledge of athletic field preparation. Ability to effectively communicate with coworkers, supervisory personnel, and the public. Ability to understand and follow oral and written instructions and ability to work with others and independently, as needed. Ability to perform medium to heavy physical work in a variety of environmental conditions. Ability to operate mowers, utility vehicles and small handheld equipment with moderate to full supervision. Ability to assist Parks and Grounds Lead, and Park and Grounds Director. Physical Requirements of Work Work is characterized as medium work requiring exertion of up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Employee must have visual acuity to perform semi‑skilled mechanical tasks of a non‑repetitive nature such as carpenters, plumbers, painters, mechanics, and to operate machines and trucks, forklifts, and other equipment. Employee is subject to outside environmental conditions, including temperatures below 32 degrees and above 100 degrees for periods of more than one hour. Employee is subject to workplace hazards with mechanical equipment and atmospheric conditions with exposure to noise, vibration, fumes, odors, pesticides, dusts and potentially infectious bodily fluids. Education and Experience High School diploma or equivalent. At least one year performing in a maintenance or landscaping setting. Special Requirements Valid North Carolina Driver’s License (Preference for CDL’s). Planning Director – Full‑Time Exempt General Statement of Duties Performs professional, administrative, and technical work on planning and land use issues for the Town. Distinguishing Features of the Class An employee in this class performs a variety of activities related to planning, zoning, supervision of code enforcement, and other related tasks. Work involves providing guidance for the orderly growth and development of the Town and conducting studies, enforcement of zoning and related codes, planning, design projects, and economic and demographic analysis. Work is performed under general administrative direction by the Town Manager and is evaluated through conferences, review of work and overall acceptance of the programs by the Town’s citizens. Duties require responsibility for the overall design of the long‑range planning program for the appropriate land use within the growing Town; coordination with local, state, federal agencies and other groups for projects, programs and contracts as it relates to growth and development in the Town; extensive public contact and coordination with other departments, Council, boards, and the public; responsibility for grant management and administration, as directed by the Town Council and/or Town Manager; extensive judgment and initiative in conducting research projects, compiling reports, and making presentations and recommendations for various programs and functions of the Town; and considerable tact and courtesy when in public contact functions. Illustrative Examples of Work Develops, coordinates, and participates in the functions of planning, development, plan review, rezonings, code enforcement, and related tasks. Prepares and reviews comprehensive planning elements relating to a broad spectrum of social, economic, physical, and community facility concerns. Supervises the review of plans of developers and property owners to ensure compliance with approved codes. Assists with economic development analysis and initiatives for the Town on an as‑needed basis. Serves on various county and regional boards as it relates to community development and growth. Completes and works on strategic initiatives and special projects as directed by Town Council and/or Town Manager. Researches, drafts, and makes recommendations on policies, programs, activities, and processes and procedures. Consults with and coordinates activities with architects, engineers, attorneys and management experts on matters such as utility extension, annexation, redistricting, and geographic information system. Reviews site and subdivision plans for compliance with codes and ordinances. Coordinates the development review process with other staff, departments and agencies. Coordinates with the Finance Director on yearly Planning department budget. Advises management, Council, and various staff and citizens on related planning and zoning matters. Serves as staff to Planning Board and Zoning Boards of Adjustment. Supervises and participates in code enforcement activities related to state building codes, zoning codes and ordinances, and Town engineering specifications. Performs related duties as required. Knowledge, Skills, and Abilities Thorough knowledge of laws, regulations, policies, and procedures related to land use planning, zoning, subdivision ordinances, community development, and local governments. Considerable knowledge of the laws, principles, theories, and practices related to modern land use planning and growth management. Considerable knowledge of the environmental and socio‑economics implications of the planning process and statutes, laws, rules, and regulations affecting these functions. Considerable knowledge of management techniques and practices including supervisory principles, budget, purchasing, and related administrative tasks. Considerable skill in the collection, analysis, and presentation of data, recommendations, policies, and systems. Considerable knowledge of computer applications in planning work. Working knowledge of the principles and practices of community and economic development and public sector planning. Considerable knowledge of transportation planning and best management practices. Working knowledge of public management and organization theories, principles, practices, and techniques. Skillful in building consensus, in collaborative problem‑solving, and in conflict management. Ability to plan, organize, motivate, communicate, and evaluate the work of employees effectively. Physical Requirements of Work Must be able to physically perform the basic life operational functions of climbing, kneeling, fingering, grasping, talking, hearing, and repetitive motions. Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Must possess the visual acuity to prepare and analyze data and figures, examine and work with maps, charts, and detailed materials, operate a computer, and do extensive reading. Education and Experience Graduation from an accredited four‑year college or university with a degree in planning, public administration, or related field. Master’s Degree is preferred. AICP is preferred. Considerable professional experience in municipal administration and planning or an equivalent combination of education and experience. Special Requirements Valid North Carolina Driver’s License (Preference for CDL’s). Finance Director – Full‑Time Exempt General Statement of Duties Performs advanced responsible accounting functions to plan, organize, and administer the operations of the Town’s Financial Operations. Distinguishing Features of the Class An employee in this class performs highly responsible professional accounting functions for the financial operations of the Town and is responsible for the overall management of the Town’s Finances. Work involves planning, coordinating, and directing all aspects of Town financial management and administration. Emphasis of the work involves management and professional accounting knowledge and abilities required to oversee the operations of the Finance Department including functions for budget, treasury, investments and other accounting divisions and operations. The employee supervises a staff of professional, technical, and clerical personnel. Work is performed under the general direction of the Town Manager. Illustrative Examples of Work Plans, organizes, and directs all operations of the Finance Department including disbursement of funds, ledger preparation, tax billing and collections, cash management, and investments, accounts payable, and payroll. Manages and directs the work of technical and clerical staff. Reviews the Town’s financial position and develops methods for improvement. Prepares periodic and special financial and statistical reports. Reviews and monitors ongoing administration of budget, monitors revenues, and expenditures. Interprets and presents financial/budgetary reports in a variety of public meetings. Establishes guidelines of performance standards for the Department and coordinates and reviews activities and results of work completed. Exercises administrative control over the allocation of funds and the rate of expenditures in accordance with the approved budget. Designs long‑term financial plans for capital improvement programs. Provides professional advice to the Town Manager and Department Heads on budgetary and other fiscal matters. Submits to the Town Manager and Town Board periodic statements of the financial condition of the Town. Knowledge, Skills, and Abilities Thorough knowledge of North Carolina General Statutes and of local ordinances governing municipal financial practices and procedures. Knowledge of the principles and practices of public finance administration and municipal accounting. Thorough knowledge of the financial condition and needs of the Town and Mocksville. Knowledge of local government management practices. Possess interpersonal skills to develop professional relationships with both staff and persons in the community. Ability to maintain accurate records and to prepare and present complex budgetary and financial reports to the Town Board or other governing bodies. Ability to evaluate complex financial systems and formulate and install accounting methods, procedures, forms, and records. Ability to plan, organize, direct, and evaluate the work of staff in the specialized field of accounting and collections. Ability to demonstrate professional and administrative judgement. Physical Requirements of Work This is sedentary work requiring the exertion of up to ten pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires stooping, kneeling, reaching, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to indoor environmental conditions. Education and Experience Graduation from an accredited college or university with a Bachelor’s degree in accounting, business, finance, public administration or a related field and 5 years of experience in finance administration (preferably in local government) with 2 years of supervisory experience or an equivalent combination of training and experience. Special Requirements Valid North Carolina Driver’s License. North Carolina Notary Public Certification.
