Position InformationNY HELP: NoAgency: Thruway AuthorityTitle: Thruway Division Director (Albany Division)Occupational Category: Administrative or General ManagementSalary Grade: NSBargaining Unit: M/C - Managerial/Confidential (Unrepresented)Salary Range: From $161941 to $206702 Annually Employment Type : Full-Time Appointment Type : Permanent Jurisdictional Class : Non-competitive Class Travel Percentage : 15%Schedule Workweek : Mon-FriHours Per Week : 37.50Workday From : 8 AM To : 4 PM Flextime allowed? : No Mandatory overtime? : No Compressed workweek allowed? : No Telecommuting allowed? : NoLocation County : Albany Street Address : Interchange 23 Route 9W : City : Albany State: NY Zip Code: 12209Job Specifics Duties Description : The Thruway Division Director will direct, manage, oversee, and administer all Thruway Authority (Authority) programs within the geographically defined Albany Division; ensure the effective, efficient, and economical management, operation and maintenance of the Thruway and is consistent with policies, laws, orders, procedures, and organizational priorities; represent the Authority (Board, Chairperson, Executive Director, Chief of Staff, and/or the Chief Maintenance and Operations Officer) in all matters related to Division programs including planning and development, design, construction management, highway maintenance, bridge maintenance and inspection, facilities maintenance, environmental compliance, equipment maintenance, intelligent transportation systems, inventory management, toll and electronic equipment maintenance, traffic operations, real property management, and service area management. Specific duties may include but may not be limited to the following:• Direct and evaluate all of the Division's activities to ensure a coordinated effort and the successful and timely accomplishment of Authority responsibilities ensuring they support the Thruway’s mission, guiding and operating principles, including local management and direction of the Capital Plan. • Serve as the executive emergency contact for all matters within the Division. • Ensure contact availability at all times unless notifying executive staff of an alternative emergency contact for vacations, doctors’ appointments, etc. • Update executive staff with necessary information in regard to service interruptions or other high-profile incidents within the Division. • Respond as necessary when executive level presence is required at incident scenes, meetings, or activities within the Division. • Act as principal representative of the Thruway Authority Board, the Chairperson, the Executive Director, Chief of Staff, Deputy Executive Director of Operations, and the Chief Maintenance and Operations Officer in a Division.• Act as liaison with Federal, State, and local agencies, and public and private organizations relative to Authority matters.• Represent Thruway Authority interests with Federal elected representatives, members of the State Legislature, other State and local officials, other transportation entities, representatives of civic or other groups, and the general public on matters involving Authority functions in the Division.• Initiate and maintain effective communication links with the general public residing within a Division on a variety of matters.• Direct functional managers in their communication with State and local officials and the public.• Review and approve detailed work plans prepared by program managers that effectively support the Thruway’s mission, guiding and operating principles. • Review Key performance indicators tracked / presented by programs to track progress of work plans.• Ensure that necessary actions are taken by programs to remain on track.• Direct Division operations to assure conformance with established policies, standards and procedures, cost control practices ·and adherence to work schedules.• Utilize tools, techniques, and processes fundamental to effective ·management· including operations research, cost accounting, work measurement and performance standards.• Emphasize and ensure the delegation of authority and responsibility to the lowest responsible level of supervision necessary to the performance of the task.• Shift workforce and equipment resources when warranted to accomplish assigned responsibilities and priorities.• Ensure proper and effective use of Authority resources within Division and by Division employees.• Identify needed changes to the Authority's prescribed Division action plans with its attendant major goals, objectives, priorities, and general time schedules and advises Executive Staff of proposed changes.• Monitor compliance with the Authority's Environmental Action Plan and State and Federal laws, rules, regulations, policies, and procedures governing Division operations.• Monitor Division activities to ensure that the work environment is free from correctable, recognized, hazards and that the potential for employee injury or ill-health effects from necessary on-the-job activities is absent or minimized.• Direct the ongoing activities of all necessary administrative and support units within the Division which provide administrative, fiscal, labor relations, payroll, purchasing, personnel, and other support services.• Ensure the continual review of the Authority's Emergency Response Plan within a Division.• Continually reviews property management within the Division.• Meet with Division program managers on a regular basis to review program direction and performance. • Maintain regular contact with HQ program managers to ensure that local Division programs remain consistent and effective across the Thruway system. Minimum Qualifications : Thirteen years of progressively responsible management experience in a transportation setting. Four years of this experience must have been at a managerial level.Substitutions:• Associate degree may substitute for two years of specialized experience.• Bachelor's degree may substitute for four years of specialized experience.• Master's degree may substitute for five years of specialized experience.• J.D. may substitute for six years of specialized experience.• Ph.D. may substitute for seven years of specialized experience.Examples of qualifying transportation setting experience include management of highway, bridge, tolling, transit, traffic operations, transportation construction, transportation engineering, maintenance, logistics, airport, port, or other transportation infrastructure and services. Experience should involve responsibility for operations, budgets, or strategic planning.Non-qualifying experience may include, but not be limited to the following:• General facilities management.• Manufacturing operations management.• Retail or commercial logistics roles focused on warehousing.• Retail management.• General public works positions that do not involve transportation infrastructure or transportation services. Additional Comments : This is a Non-Competitive, Phi-Tagged, Management Confidential position which does not gain tenure.
