CORRECTIONAL YOUTH SECURITY OFFICER II - Campus at Lookout Mtn

State of Colorado

This position is open to current Colorado residents only. Please note: this recruitment may be used to fill multiple vacancies (including both part- and full‑time positions). Each employee is required to work at the assigned work location during scheduled work times. Division of Youth Services (DYS) provides a continuum of residential and non‑residential services encompassing juvenile detention, commitment, and parole. DYS is mandated to provide care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities serving youth aged 10 to 21, who are pre‑adjudicated, sentenced, or committed. The Division also contracts with private residential and non‑residential providers statewide. For pre‑adjudicated youth, DYS manages the Colorado Youth Detention Continuum, a State‑funded program that provides services to youth at risk of further progression into the juvenile justice system. In addition to residential programming, DYS administers juvenile parole services statewide. Duties Safety/Security Work involves providing direct care, safety, security, and supervision of adjudicated and/or pre‑adjudicated youth in a locked setting. Supervision focuses on staff location, mobility, and continuous observation. Enforce established security rules and behaviors, supervise daily living and leisure activities, orient youth to the unit/facility, intervene early in potentially volatile situations, and provide immediate intervention in crisis situations. Employ sound judgment and emotional control when evaluating crisis events, give crisis intervention in a timely manner, consider the physical and mental well‑being of all juveniles and staff. Participate in de‑escalation and debriefing of all incidents pursuant to prevailing DYS policy. Monitor movement of youth, escort and transport to activities or appointments internal and external to the agency, conduct searches according to schedule or as needed. Conduct pat searches and strip searches by same‑sex staff, except when a juvenile identifies as transgender or intersex; searches are conducted according to the juvenile’s stated preference. Identify, document and seize contraband as directed. Check windows, doors, locks, and grounds to minimize escape risk. Adhere to all Suicide Precaution Monitoring (SPM) policies and standards. Monitor SPM or other special observation status youth. Use effective communication, verbal de‑escalation, and a strength‑based approach. When de‑escalation fails, follow division physical response protocols and place youth on seclusion. Monitor medical watches as required. Supervise prevention of sexual contact and comply with PREA policies. Lead Worker Duties (as assigned/required) Coaches, teaches, and mentors other employees; role‑models adherence to DYS policy and facility implementing procedure at all times. Provides shift briefing and communication of pertinent information about youth, building needs, living unit areas, special status youth, high‑risk youth, behavioral contracts and safety plans. Reviews and oversees proper implementation of Juvenile Suicide Precaution Monitoring, Special Management Programs, seclusion, behavior contracts and safety plans. Identifies milieu concerns and provides solutions to minimize, reduce and eliminate potential threats. Reviews minor rule violations and approves proper interventions; ensures youth completes assigned interventions; ensures minor rule violations comply with DYS policy. Reviews major rule violations and provides constructive feedback to staff writing incident reports; ensures major rule violations comply with DYS policy; conducts juvenile disciplinary hearings and upholds due process and implementation of restorative community justice and interventions for all youth. Ensures adherence to all fire, safety and sanitation standards throughout the facility, according to DYS policy and facility implementing procedure; responds to, and provides solutions and coaching as needed to rectify emergency concerns. Ensures proper administration of medication according to QMAP standards, DYS policy and facility implementing procedure; oversees after‑hours receipt of medication. Informs or references juveniles and/or staff for medical care as needed or requested; provides notification, follow‑up and other documentation; in event of medical emergency, per DYS policy provides medical attention and follow‑up as necessary. Assigns staff to post assignments and upholds staffing patterns according to DYS policy and facility implementing procedure. Participates and/or facilitates required post‑incident processes per DYS policy; ensures required follow‑up as needed; evaluates incidents, provides information to minimize assaultive behaviors by action planning and communicating pertinent information to all necessary parties. Responds to all codes and assesses/evaluates situation and provides direction as needed; ensures provision of least restrictive alternatives and lowest‑level interventions. Ensures PREA standards are upheld according to DYS policy 9.19; includes proper SAB/VV/VAB assessment or reassessment; ensures initiation and implementation of safety contracts, safety planning and notification to mental health personnel. Oversees all juvenile transports and assigns staff to conduct transports as needed. Ensures all youth are offered meals. Programming Actively and positively engages in implementing the facility behavioral management program, conducts processing and/or psycho‑educational groups, observes, monitors, records, and reports problem behaviors, communicates expectations, role‑models pro‑social behaviors, uses prevailing techniques to establish rapport, supports restorative community justice principles, and facilitates youth to meet presenting needs. Documentation/Recording and Reporting Documents observations of juvenile behavior and response to programs. Completes documentation of facility and youth searches. Documents all unit activities and relevant information on the daily shift log. Records Suicide Precaution Monitoring (SPM) and Special Management Program (SMP) status and medical watches. Completes Extended Risk Assessment forms as assigned. Documents daily youth behavior observations. Documents all youth group activities in the TRAILS database. Generates and documents incident reports as required by DYS policy. Notifies and completes all forms relevant to youth incident reports. Observes and documents youth behaviors on seclusion status. Documents and reports youth behavioral transgressions and recommends interventions to supervisory staff. Reports and documents any facility deficiencies or safety concerns. Documents meal distribution on the daily meal tracking sheet(s). Reports known or suspected incidents of abuse as mandatory reporters. Reviews and records legal documentation and records required information in the youth’s file and the TRAILS database. Inventories and records youth property during admission, releases, and any other access or change. Documents receipt and release of all youth medication(s) and includes notification of all parties. Generates and records VINE information in the TRAILS database. Completes and records accurate youth room classification information. Organizational Accountability Through all communications and behaviors, employees demonstrate, support, and contribute to a healthy, positive and respectful cultural climate throughout the facility, communicate professionally with all residents, staff, and internal/external customers with respect and dignity, and adhere to CDHS Code of Conduct, DYS core values and key strategies. Training Attend and actively participate in all assigned training, successfully complete testing, maintain required certifications, complete the DYS Pre‑Service, Facility Training and Orientation process, and meet all mandatory training requirements. Other Duties as Assigned Perform additional duties as assigned by supervisors. Educational Requirements High school diploma or General Education Diploma (GED). Work Experience One (1) year of professional experience in an occupational field related to the work assigned to the position. Corrections‑related experience is defined as the custody and control of a detained or adjudicated population and/or experience as a POST Certified Officer, or Military Law Enforcement. Substitution: Additional appropriate education will substitute for the required experience on a year‑for‑year basis. (College with coursework in social or behavioral sciences, criminal justice, human services, physical education/recreational studies or closely related field will substitute for the required experience on a year‑for‑year basis). Preferred Qualifications Admissions and Control trained Experience working with adjudicated and/or detained youth within a secure facility Experience in program and/or project development Self‑motivated Positive role model Attention to detail Teamwork Trainer certification in staff development Supervisory, management, and/or leadership experience Critical thinking and decision making skills Google Suite: Docs, Sheets, Slides College degree in social or behavioral sciences, criminal justice, human services, physical education/recreational studies or closely related field. Relevant years of state service Conditions of Employment Full background check: CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, reference checks, professional license verification, drug screen, PREA, Trails check, CAPS. Must possess a valid, unrestricted Colorado driver’s license. Be a minimum of 21 years of age, with no felony convictions or history of domestic violence. Shift work subject to assigned shifts (24 hours/7 days a week). Travel: transportation of youth in state vehicles, travel to assigned trainings and/or alternate work sites. Continued employment contingent upon successful completion of the DYS Pre‑Service Training Academy, Field Training Program, and mandatory annual training.
