Cost Price Analyst

: Job Title: Cost Price Analyst Location: Richland, WA AttainX is searching for a talented Cost Price Analyst to join our team supporting our client, the Department of Energy (DOE) in Richland, WA. The Cost Price Analyst is responsible for analyzing costs and pricing data to help make informed decisions. Work will be performed closely with the Finance and Accounting Teams to monitor costs and ensure that pricing strategies align with financial goals. The individual for this position needs to be detail-oriented, have strong analytical skills and be able to effectively communicate complex data to various stakeholders. This is a full-time, hybrid position with a 4x10 schedule. Compensation: $75,000.00 to $90,000.00 (depending on experience/background) Qualifications: Must Have:

• Bachelor's degree in business or accounting or six (6) years of relevant experience in lieu of degree.
• Relevant experience in one of the following;
  • At least three (3) years of relevant federal experience such as DCAA, 0511 Auditing Series, with a DoD Financial Management (FM) Certification Level 1; contractor/recipient audit support to a federal entity
  • At least five (5) years of accounting experience which includes two (2) years in cost/price analysis relating to contracting (federal contracting preferred) dealing with indirect and forward pricing rate structures
• Knowledge of cost and price analysis principles and techniques, and of business and industry principles and practices
  • Sufficient knowledge to analyze cost elements on a wide range of Hanford Prime Contractor proposals
• Knowledge of contract change management requirements
  • Sufficient knowledge to allow use of reports from technical, auditors and other specialists in evaluating costs and establishing negotiation objectives
• Must have the ability to identify issues, analyze and interpret complex data and develop solutions for a variety of complex actions
• Excellent analytical, verbal and written communication skills
  • Sufficient skill to accurately document, report and present findings in a professional manner
• Ability to organize and prioritize multiple tasks under tight deadlines
• Ability to work independently or in a team environment
• Knowledge of Microsoft (MS) Office Suite programs
  • Specifically, Word and Excel
    • Word - sufficient knowledge to fluently outline, describe in narrative form and detail cost analysis as a cost and price expert on official memoranda and reports
    • Excel - sufficient knowledge to develop, troubleshoot and use complex formula functions and pivot tables
• U.S. citizenship

Job Duties:

• Perform cost and price analyses of contractor/recipient invoices and proposals, including proposals for which the Hanford Procurement Division (HPD) is designated as the government's Corporate or Divisional Administrative Contracting Officer (CACO or DACO). Proposals include the following types:
  • Forward/Provisional/Final Rate and any revisions thereof
  • Disclosure Statements and Accounting Practice Changes and associated impact assessments thereof
  • Requests for equitable adjustment, including change proposals, supplemental agreements and variance proposals
  • Subcontract consent packages
  • Claims, whether or not certified
• Analysis activities include, but are not limited to, the following:
  • Conduct an adequacy review, including timeliness, completeness, compliance with laws, regulations and DOE acquisition policy
  • Conduct an allowability review of direct and indirect cost elements (as defined in FAR 31.202-2, includes reasonableness, allocability, compliance with Cost Accounting Standards, terms of the contract and limitations set forth in FAR 31)
  • Integrate the various technical, subject matter expert (SME) and/or auditor's evaluations of cost elements to provide a consolidated recommendation (i.e., direct and indirect costs, escalation factors)
  • Review and analyze contractor/recipient historical cost information
  • Provide support during negotiation of proposals (e.g., assessing the impact of changes to pools and rates, assisting with pricing scenarios and calculations)
• Develop and recommend price/cost objectives and strategies for negotiations.
• Participate in surveillance/reviews of contractor/recipient business systems, whether structured or ad-hoc
• Provide support to review teams performing assessments of DOE's procurement operations (i.e., Acquisition Management Reviews, Procurement Management Reviews).
• Assist with evaluation of proposal audit risk assessment and work plan (audit performed by a third party).
• Review and provide comments on draft audit reports.
• Perform other general contract administration functions.
• Prepare documentation appropriate to the activity as requested, including but not limited to the following:
• • Cost/Price Analyst Reports
  • Pre-Negotiation Plans
  • Price Negotiation Memoranda
  • Subcontract Consent Review Summaries
  • Invoice Review Summaries
  • Surveillance/Review Reports
  • CACO/DACO correspondence
  • Recommendations and opinions to support resolving litigation, claims, final indirect rates and final contracting officer decisions
