Program Supervisor II - Assistant Branch Head (FTA Branch) The Program Supervisor II position serves as the Assistant Branch Head of the Forensic Tests for Alcohol (FTA) Branch. The primary purpose of this position is to assist the FTA Branch Head in providing direct and indirect administration and supervision in all matters required to maintain a comprehensive, statewide Evidential Breath Alcohol Testing and Training Program. This position ensures that Branch programs adhere to state and federal policies and regulations. The Assistant Branch Head assists in responding to legislative matters concerning highway safety issues and requests from state and federal prosecutors, law enforcement agencies and other state and federal agencies regarding issues related to breath/blood alcohol and other drugs, instrumentation and policies and procedures regarding breath/blood testing. The Assistant Branch Head oversees North Carolina's Evidential Breath Alcohol Programs, which include managing the Breath Alcohol Testing Mobile Unit and Evidential Breath Alcohol Training Programs. This position is responsible for oversight of fleet management, testing procedures, training programs, instrument and maintenance schedules, program inventory management, ensuring compliance with legal and scientific standards, community outreach initiatives, and implementation of Branch policy and procedures. This position coordinates with the Operations Supervisor to manage program budgets and ensure funding is appropriately allocated. The Assistant Branch Head is Raleigh-based and supervises a team of 16 field-based staff. This includes overseeing staff training and development, assessing employee performance and resolving personnel matters. Management Preferences Comprehensive knowledge of North Carolina's legal standards and regulations related to Implied Consent Offenses. Previous experience developing and delivering training programs for personnel involved in breath alcohol testing, ensuring compliance with established protocols and standards. Advanced knowledge of evidential breath alcohol testing technology and methodologies. Prior experience in quality assurance or compliance management. Physical Requirements Lift 25 pounds. Load and unload passenger vehicle or cargo van. Operate a computer keyboard. Minimum Education and Experience Requirements Bachelor's degree from an appropriately accredited institution and five (5) years of experience related to the area of assignment; OR an equivalent combination of training and experience.
