The St. Paul Public Housing Agency (PHA) has been serving the community for over 45 years. St. Paul PHA is an independent agency that owns and operates affordable rental housing for low-income families and individuals throughout the City, with subsidies from the U.S. Department of Housing and Urban Development (HUD). The PHA provides approximately 4,273 affordable rental units in hi-rise buildings, townhomes, and scattered site single family and duplex homes. The PHA administers 5,242 Housing Choice Vouchers, paying over 45 million annually in federal rent subsidies to private owners who rent units to eligible families and individuals with very low incomes.

Class Summary: Incumbent is responsible for supervising other supervisors and for managing and coordinating activities of a major division of the Resident Services Department.

Distinguishing Characteristics: Assistant Resident Services Director is a standalone position and is distinguished by its responsibility for supervising other supervisors and for managing and coordinating all activities related to a major division of the Resident Services Department.

Position Summary: Incumbent is responsible for working with the Resident Services Director to set and achieve departmental goals; make decisions on allocation of budget and resources; interpret rules and regulations; implement and enforce internal and external policies and procedures; prepare a variety of daily, weekly and monthly reports; serve as a liaison between the Resident Services Department and other departments, organizations and agencies; conduct quality controls measures to ensure consistency and high standards are met; complete special projects as determined by the Resident Services Director.

Duties:

1. As the Assistant Resident Services Director serves in a “second in command” capacity and is in charge in the absence of the Department Director.
2. Supervise and manage professional staff and work units by assigning, scheduling and reviewing of work by staff. Provide technical guidance and advice, conduct performance evaluations, assess staff training needs, and ensure that all staff are competent and compliant with HUD and Agency regulations.
3. Interpret, enforce, and evaluate rules and regulations and internal procedures with respect to the Resident Services Department. This would include, but is not limited to, HUD regulations, MOR and REAC requirements, building code, Fire Department regulations with regard to health and safety, etc. Provides technical support consisting of considering and recommending solutions that meet applicable codes and/or established technical standards for the Agency. Assist with the oversight of the PHA’s rent collection efforts.
4. Accountable for all units contained within the portfolio of the Resident Services department, ensuring they are being maintained to PHA standards of property upkeep, appearance and safety.
5. Establish, monitor, and report on departmental annual goals, budget, and work plan. Coordinate with other Senior Staff and work units as needed. Recommend policy changes for the department as required.
6. Assist in formulating, reviewing and revising policies and procedures in relationship to the Resident Services Department, in response to changes in operations, laws and HUD policy; ensure Resident Services staff are implementing policies uniformly; decide how and when to document the need for policy changes; and coordinate the development and revision of procedure manuals.
7. Work with PHA departments to coordinate and execute services contracts.
8. Supervise own department staff to achieve goals, including prioritizing, assigning and monitoring the work of staff, providing direction, training, evaluating performance, and making hiring, staffing, and pay recommendations.
9. Special projects as assigned.
10. Oversee departmental compliance of purchasing activities.
11. Serve as PHA representative on internal and external committees and at meetings, informational sessions and workshops related to Resident Services and PHA activities. Serves as acting department director in his or her absence.
12. Accountable for Resident Services Department required reports. Oversees accuracy and timelines.
13. Resolve disputes and mediates conflicts between staff/departments, contractors, and vendors.
14. Minimize job related accidents and injuries to staff and residents.
15. Must abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures and safety procedures established by the PHA.
16. Must travel to various PHA sites and other locations that are required by the nature of the work.
17. Perform other duties of a similar nature or level.

Required Qualifications:

• Education: BA degree in Business Administration, Public Administration, Property Management, Real Estate, or a related field.
• Experience: Five year’s experience at the C Band level or above such as administrative and management in housing, property management or related field. Additional relevant experience can substitute for education on a year-for-year basis.
• Supervisory: 1 year required

Licensing Requirements (position requirements at entry):

Public Housing Management Certification (to be obtained within one year of employment). Must have a valid Driver's License and Vehicle.

Physical Requirements:
