Program Foreman (Tornado Recovery)

Department: SLATE Job Type: Term (Grant Funded until November 2027) Location: Varies Examination Number: TR #1 Role: Incumbents in this position perform, lead and directly supervise work crews assigned to areas of the City of St. Louis that were affected by the May 2025 tornado. This is a working supervisor position that includes labor or conduct oversight of work in the devastated area(s), may include operating equipment, driving worksite vehicles, cleaning out and repairing culverts, performing rake/shovel/wheelbarrow work, restoring playgrounds and trails, and supervising crew. It includes a broad set of activities that focus on demolition, cleaning, repair, renovation and reconstruction. Essential Functions and Responsibilities The individual will supervise debris positions, cleanup, and recovery within devastated areas. The individual must track and record time for workers. The individual must have a Missouri Class F license with the ability to obtain a Missouri Class E license to transport workers. Preferences Two years of recent full-time experience in supervising or participation in debris removal or similar work. Knowledge, Skills, and Abilities Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships. Human Interaction: Requires the ability to persuade, convince, influence, train and monitor the work of crew members, in favor of a desired outcome. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate equipment and machinery requiring monitoring multiple conditions and making multiple, complex and rapid adjustments. Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as accident reports, incident reports, work orders, production reports, maintenance records, technical operating manuals, maps, street guides, work safety regulations, procedures and guidelines. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals. Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife and toxic/poisonous agents. Physical Requirements: Requires the ability to lift up to one hundred pounds; push and pull objects over one-hundred (100) pounds to assist with tree maintenance and removal. Requires the ability to stoop, kneel, crouch, crawl, climb, balance, bend and twist to teach/instruct crews and perform work procedures. Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks to clearly distinguish objects, detect diseased trees and communicate with work crews. Qualifications Minimum Qualifications Two years of experience supervising and/or participating in debris removal or similar work. Qualifying experience should demonstrate proficiency with operating equipment, driving worksite vehicles, cleaning out and repairing culverts, performing rake/shovel/wheelbarrow work, restoring playgrounds and trails, and supervising crew. OR an equivalent combination of education, training, and experience. License Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present license upon request.
