Hiring range is negotiable between $51,379 and 66,280 depending on a candidate's qualifications and experience. Please retain all original forms.*** Police Officer Benefits Take Home Cars: Officers residing in the County of Wayne are eligible for a take home car once they have completed the Field Training Program. Phone Stipend: Officers that use their personal cell phone for work related calls receive a stipend of $40 for regular phone, $60 for smart phone. PD Gym Equipment: The Goldsboro Police Department has its own gym open to all employees that features updated equipment and machines. Call Back Pay: Compensation for officers working over the required 171 hrs. Recruitment: The City of Goldsboro offers at least two (2) scholarships for non-certified applicants, up to a maximum of $5,000.00, along with a monthly stipend to area residents who demonstrate a financial need. Check City website for updates. Wellness Benefit: $25 per month that can be used to offset gym membership or dental insurance. Career Progression: Officers meeting the 2, 4 and 7 year requirement along with specialized training receive an increase in pay. Police Officer, Police Officer I at 2 years (5%), Police Officer II at 4 years (5%), Senior Police Officer at 7 years (5%). Starting Pay Based on Experience: Starting salary for officers with previous law enforcement experience will be based on the following, but not limited to, the type of experience, size of the previous agency, population served, and calls for service. Military Police service will also be considered. For every 1 year of credit given for previous law enforcement experience results in a 1% increase in the starting salary. Education Benefit: 2 year degree - 2.5% or 4 year degree - 5%. Leave Accrual : Police Officers with 0-4 years of service earn 12 days of vacation and sick leave per year; 8.55 hours per month.
General Statement of Duties Performs general duty law enforcement work to protect life and property in the City. An employee in this class performs a full range of general law enforcement duties. Work includes patrolling the City during an assigned shift in a police car or on foot; preventing, detecting and investigating disturbances and crime; performing traffic control work; apprehending suspects; and executing related assignments. Work may be performed as a member of a patrol squad or in a specialty unit assigned to housing, parks or warrants. Employees must exercise judgment, initiative, and calm control when performing duties; more difficult problems are normally carried out under the direction of or in conjunction with a Police Corporal or Police Sergeant assigned to the same shift. Work involves frequent public contact requiring tact, firmness and decisiveness. Work is performed in accordance with departmental policy and state and federal law, supplemented with specific directions from superior officers. Employees are subject to hazards associated with law enforcement work including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as dangerous persons, loud noises, and hazardous spills with fumes, oils, gases, or flammable liquids. Law enforcement duties are also subject to the final standards of OSHA on bloodborne pathogens. Work is performed under the direct supervision of a Police Sergeant and is evaluated through observation, discussion and review of reports for adherence to laws, department procedures, and proper judgment.
Essential Functions
- Patrols streets in a police car or on foot; checks doors and windows; examines premises of unoccupied residences or buildings; detects unusual conditions, may maintain surveillance and observation for stolen cars, missing persons, or suspects; report dangerous or defective streets, sidewalks, traffic lights, or other hazardous conditions.
- Responds to calls for assistance, complaints, suspicious activity, domestic disputes, loud and disruptive behavior; completes calls by determining true nature of the situation and taking whatever legal or persuasive action is warranted.
- Serves and executes search warrants and warrants for arrest; maintains warrants in the DCI system.
- Investigates traffic accidents; issues traffic citations; directs traffic and participates in other emergency operation activities and traffic checkpoints; regulates and directs vehicular traffic at busy times at local schools and when traffic signal malfunctions or accidents require.
- Performs investigations of accidents or possible crimes through observation, questioning witnesses, and gathering physical evidence; performs investigative tasks, arrests and processes criminal suspects; presents findings in court.
- Issues citations for violation of traffic regulations, serves warrants; confiscates drugs, contraband, weapons, found/recovered property, and revoked license plates or driver's licenses; apprehends and processes criminal suspects and transports to County magistrate and/or County detention facilities.
- Operates a two-way radio to receive instructions and information from or to report information to police headquarters; maintains vehicle, weapons and other equipment in standard working order.
- Prepares records and reports of activities.
- Advises the public on laws and local ordinances; serves papers as needed.
- Assists stranded motorists; gives information and directions to visitors and the general public.
- Attends monthly and regularly scheduled training classes and other training as allowed or required by the department.
- Performs other related duties as required.
Knowledge, Skills, and Abilities
- Considerable knowledge of state and federal laws, local ordinances and policies of the police department, especially relating to search and seizure, traffic control, pursuit, and arrest.
- Working knowledge of law enforcement principles, practices, methods and equipment.
- Some knowledge of scientific crime detection and criminal identification methods and procedures.
- Skill in the use of firearms and other police equipment and in the application of self-defense tactics.
- Ability to act with sound judgment in routine and emergency situations.
- Ability to communicate effectively in oral and written forms.
- Ability to present effective court testimony.
- Ability to prepare clear and concise activity reports.
- Ability to build and maintain cooperative and effective public relations with the citizens.
- Ability to establish and maintain effective working relationships with coworkers, supervisors, and other public officials.
Minimum Qualifications
The work requires considerable and strenuous physical exertion such as frequent climbing, lifting of objects weighing in excess of 74 pounds, moving in areas of difficult or dangerous access, and defending oneself or others against physical attack or harm. The work environment involves extremely high risks with exposure to potentially life threatening (traffic, biological, chemical, fire, gun fire) situations or unusual environmental risk which require a full range of safety and other precautions, but in some cases, these precautions cannot prevent injury, illness, or possibly death. These risks occur on a more frequent basis. Minimum Education and Experience B.L.E.T. Certification or enrolled in B.L.E.T. Certification Program. Before assignment to sworn duties, employees must posses a valid North Carolina driver's license and have completed at least the minimum requirements established by the North Carolina Justice Training and Standards Commission for certified law enforcement officers with prospects of successfully completing the entire certification process within prescribed time frames.
