Title: Part-Time Zoning Board of Appeals Clerk Municipal Inspections (19.5hrs/wk)

Summary:

Position provides responsible secretarial support to the Zoning Board of Appeals in conformance with all applicable statutory deadlines. Work includes providing customer service assisting applicants and guiding them through the appeals process compiling maintaining information for department and public use preparing for and scheduling Board of Appeals hearings and performing a variety of secretarial and clerical functions for the department. Employee works under the general supervision of the Building Commissioner. Employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently. New or unusual assignments are explained by the supervisor including suggested work methods. Employee refers unusual situations to the supervisor for advice and further instructions. Supervisor reviews work to an extent sufficient to insure that completed work methods used are technically accurate and that instructions are being followed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Include the following; other duties may be assigned.

• Monitors Boards compliance with all statutory deadlines.
• Reviews applications for completeness comprehensibility and accuracy reads deeds checks abutters lists against Assessors maps; routes applications to departments for input creates legal records for application and enters information regarding same into computer database.
• Schedules hearing dates sets date time and reserves meeting room accordingly; prepares agendas for all ZBA meetings posts and distributes in accordance with statute.
• Reviews petitioners paperwork and processes same in light of Zoning Ordinance provisions writes a correct legal notice for the requested zoning relief advertises and posts notice as required by law notifies abutters and sends acknowledgement letter to applicants.
• Prepares meeting packets for Zoning Board members
• Coordinates with Zoning Board members to assure a quorum
• Receives records and submits fees to the Treasurer.
• Prepare minutes of meetings and prepares decisions of the ZBA.
• Files decisions with the City Clerk and fulfills required legal noticeofdecision.
• Maintains Open Meeting Law records and processes requests for public information.
• Maintains files for all ZBA records; computer paper and tape.

A candidate for this position should have knowledge of the following:

• State laws city ordinances rules and regulations pertaining to department operations
• General office procedures

The position has occasional contact with Board members and frequent contact with the public to provide information and assistance regarding department operations and guide applicants through the hearing process. The position has daily contact with other City Departments attorneys engineers architects and newspapers. The purpose for contact is to provide routine correspondence coordinate hearings and/or provide information and assistance.
