BRIEF JOB DESCRIPTION: The Housing Opportunity Program within the Maine Office of Community Affairs has a full-time Community Housing Coordinator opportunity. The Housing Opportunity Program encourages and supports the development of additional housing units in Maine, including housing units that are affordable to low- and moderate-income people and housing units targeted to community workforce housing needs. The program and this full-time position are in Augusta, and remote work options are available subject to management approval. Work is performed under limited supervision. This professional services position works with Maine’s communities to increase housing at the local level. In this role, you will provide guidance and policy direction to municipalities about housing, as well as manage municipal and regional grants that advance implementation of Maine's housing and land use planning laws, translating statewide priorities into on-the-ground outcomes. You will also contribute to the development of land use policies and guidance that informs decision-making at the state and legislative levels. This position will be required to prepare and provide guidance and policy direction to municipalities; develop working relationships with housing professionals and planners; administer grant programs; administer a statewide housing data collection program; and develop technical assistance resources for municipalities. This position must be familiar, if not expert, in researching an assigned area and developing and implementing recommendations for use by municipal officials, executive department, legislature or line agencies. Key Tasks: Provide guidance and policy direction to municipalities and service providers related to housing development and land use planning Develop and design model ordinances and technical assistance resources for communities Write and present reports to summarize research, present findings and recommendations Design and administer grant programs for municipalities and service providers to help communities with housing planning and implementation Administer a statewide housing data collection program For questions specific to the position, please contact Hilary Gove at: View email address on click.appcast.io MINIMUM QUALIFICATIONS: Eight years of experience and/or education demonstrating expertise in housing development, local government, planning, community development, law or related field. Preference will be given to those who demonstrate: Knowledge of the principles, practices, methodologies and objectives of housing planning Knowledge of the structure and functions of state, regional and local government Knowledge of applicable laws, rules, regulations, policies and procedures relating to the Federal Fair Housing Act; Maine Human Rights Act; and Growth Management Act Knowledge of real estate, property values, financing, and building codes Knowledge of state and federal housing and community development programs Ability to organize and implement a public information and advocacy program Ability to administer grant programs Knowledge of planning programs in other state agencies Ability to evaluate housing planning problems and recommend solutions Experience in a consulting environment Ability to communicate and write clearly and effectively Strong organizational skills and attention to detail Strong relationship-building skills with the ability to work collaboratively with diverse stakeholders including nonprofits, educational institutions, municipalities, and community organizations. Dental Insurance– The State of Maine pays 100% of employee-only dental premiums ($365.28 annual value). Retirement Plan– The State of Maine contributes at least 18.91% of pay to the Maine Public Employees Retirement System (MainePERS), on behalf of the employee. Gym Membership Reimbursement– Improve overall health with regular exercise and receive up to $40 per month to offset this expense. Health and Dependent Care Flexible Spending Accounts– Set aside money pre-tax to help pay for out-of-pocket health care expenses and/or daycare expenses.
