Financial Analyst Supervisor – Finance & Risk Management Job Type: Classified Job Classification: 5181 – Financial Analyst Salary Grade: 17 Hiring Range (Estimated Offer): $84,572 – $101,504 annually Full Pay Range: $84,572 – $118,435 annually Essential Functions Manage, administer, and plan administrative or support services or operations, including fiscal and general administrative functions related to the area of assignment. Coordinate internal services or support functions for a department or specific functional unit. Oversee the acquisition, storage, and distribution of supplies and equipment to support unit or department activities. Develop or participate in the development of departmental policies and procedures and implement them as they relate to the area of assignment. Interpret unit or department policies and operational procedures; review proposed changes for impact on management or operations and recommend changes to management. Develop and implement new procedures for short‑ and long‑term plans to improve efficiency, productivity, and operating economy. Provide input and assist in the development and design of automated information systems. Coordinate collection, reporting, and documentation of data for assigned activities through affected supervisors and division managers; compose and write reports concerning activities of the area of assignment. Oversee the development, submission, maintenance, and archiving of County, state, and federal mandated reports, forms, and records. Direct formal training and development programs for assigned staff, County employees, or community/public interest groups. Supervise, train, and evaluate support staff and coordinate the activities of the area of assignment. Review staff work to ensure accuracy of documents and adherence to policy. Represent the department/division by interacting with County, federal, and state departments, agencies, private industry, contractors, and public committees to assist in accomplishing department and unit goals. Administer internal personnel activities in coordination with the centralized Human Resources Department. Monitor day‑to‑day financial matters such as sources of funding, contract renewals, payroll, purchases, and petty cash funds. Administer internal procedures for conducting competitive hiring and promotion. Develop, monitor, revise, and administer all or part of the department or assigned unit budget and maintain budgetary records. Conduct research, data gathering, and reporting of special projects related to the area of assignment. Minimum Qualifications Bachelor’s degree from an accredited college or university with a major in public or business administration, finance, accounting, economics, or a related field as defined by the department head at the time of recruitment. Three years of professional‑level budget, auditing, accounting analysis, financial management research, or fiscal administration experience. CPA designation may substitute for one year of required professional experience. Relevant education and/or experience may be substituted, but must be clearly documented in the application. Preferred Qualifications Minimum two (2) years of experience preparing and developing annual budgets. Experience with trend analysis and monthly forecasting. Experience supervising, training, and mentoring staff. Proficiency with Microsoft Excel, including Pivot Tables, V‑Lookups, and formulas. Selection Procedure Pima County Human Resources Department will admit to the selection process only those candidates that meet the minimum qualifications. Afterward, candidates may be further evaluated against advertised preferred qualifications. The hiring authority will interview and select the successful candidate from a referral list supplied by Human Resources. Additional assessments or testing may be required. Supplemental Information Valid Arizona Class D driver license may be required at the time of application or appointment. All successful candidates will undergo a post‑offer pre‑employment background screening, including verification of employment, education, and criminal history. Some positions may require additional satisfactory personal background investigations by the court or law enforcement agencies.
