Power BI Developer

We are seeking a local Power BI Analyst & Power Platform Specialist to support the Connecticut Department of Public Health (CT-DPH) Data Modernization Initiative (DMI). This role will focus on transitioning manual, paper/Excel-based workflows into a unified, modern Microsoft Power Platform ecosystem-specifically supporting the Contracts, Grants, Management System (CGMS). The position is responsible for designing relational data models, writing complex DAX measures, building interactive dashboards, running ETL pipelines in Power Query, and configuring web interfaces using Power Pages.

Work Arrangement: Hybrid (Primary remote with occasional required on-site work in Hartford; candidates must be local to Connecticut)

Key Responsibilities

• ETL & Data Preparation: Extract, clean, transform, and shape multi-source datasets using SQL, Power Query (M), and Excel to prepare raw data for analytics.
• Data Modeling & DAX Development: Architect star schemas with fact and dimension tables; author custom DAX formulas, measures, calculated columns, and time-intelligence calculations.
• Power BI Dashboard Development: Design and publish interactive, multi-page Power BI reports, executive dashboards, and scorecards tracking grant/contract KPIs.
• Power Platform & Power Pages Integration: Configure, customize, and deliver solutions across the Microsoft Power Platform suite-including designing responsive Power Pages portals, web forms, table permissions, Web Roles, and Azure AD authentication.
• Requirements & Stakeholder Collaboration: Partner with Business Analysts, QA testers, and program leadership to gather reporting requirements, define business KPIs, and present data-driven insights.

Required Skills & Qualifications

• Local Residency: Candidate must currently reside locally in Connecticut to attend occasional on-site meetings at 410 Capitol Ave, Hartford.
• Data Analysis & BI Experience: 2+ years of professional experience in business intelligence, data analysis, or technical report authoring.
• Power BI & DAX Mastery: Hands-on proficiency with Power BI Desktop and Service, including complex DAX expressions, custom filters, and data transformations.
• Data Modeling & SQL: Demonstrated experience designing star-schema data models, setting up table relationships, and writing queries in SQL.
• Power Pages & Web Technologies: Experience building and securing Power Pages portals utilizing HTML, CSS, JavaScript, Web Roles, and Table Permissions.
• Education: Bachelor's degree in a quantitative field (e.g., Computer Science, Data Analytics, Information Systems, Mathematics).

Preferred Qualifications

• Prior experience working within public sector environments, public health agencies, or state government IT programs.
• Familiarity with grant management systems, state contracting processes, or financial workflow portals.
• Exposure to advanced data analysis tools (Python, R) or extended Power Platform components (Power Apps, Power Automate).
