divh2Lead Procurement Specialist/h2pThe Lead Procurement Specialist is responsible for medium and high critical materials, equipment, and subcontracts sourcing events. Expectation is expert level knowledge on procurement related processes and procedures. A Lead Procurement Specialist is expected to lead small groups and substitute in place of the Project Procurement Manager (PPM) performing and carrying out PPM related responsibilities. Additionally, a Lead Procurement Specialist should develop negotiating strategies, assign work, plus oversee and mentor lesser tenured peers; e.g. Procurement Coordinator I and II. The Lead Procurement Specialist is also responsible for sourcing activities for both estimating support on projects in the Deal Development phase and Procurement Execution activities during the life cycle of a project from RFP solicitation through the Award phase. The Lead Procurement Specialist must also be proficient in performing commercial analysis of Bidders proposals, writing and submitting recommendations of award and conducting Bidder conferences. Responsibilities also include engaging and maintaining Supplier relationships on awarded contracts, communicating with key internal and external stakeholders and maintaining overall transparency with the Project Management Team (PMT)./ph3Responsibilities/h3pFocus on the contract life-cycle management and administration, and the overall supplier management and relationship building;/ppHas the primary responsibility in the establishment of core contract management processes and contract content in order to monitor and manage contract compliance;/ppParticipate in procurement project management teams to support contract compliance;/ppIdentify issues, propose solutions, provide negotiation support and resolve contractual issues;/ppAdvise in Master Agreement Program Contract Development;/ppParticipation in Deal Development and support in estimating efforts including issuing Request for Information (RFIs)/ppLead in procurement execution for medium to high criticality sourcing events, commensurate with level of procurement experience, including:/ppConduct research and develop sourcing strategies for assigned items;/ppDevelop supplier lists and issue RFP packages, and RFP amendments accordingly, for various medium to high criticality/complex equipment, material and services at best value to Zachry;/ppDevelop performance-based scopes of work and understand specifications drawing packages;/ppDevelop negotiating strategies;/ppConduct bidder conferences and coordinate discussions between bidders and technical personnel;/ppPerform evaluation of proposals and conduct supplier negotiations;/ppWrite supplier recommendations that explain and support the source selection process and decision;/ppUnderstand terms and conditions and contract formation;/ppNegotiate award of contracts to suppliers/ppSupport contract administration and subcontract management/ppParticipate in supplier and subcontractor kick-off meetings;/ppParticipate in supplier and subcontractor close-out meetings/ppScope and negotiate contract change orders and amendments/ppParticipate in weekly procurement meetings;/ppWork Leader for teams with partial supervision responsibilities such as assigning work, overseeing Level 1 and Level 2 activities and providing backup support to Project Procurement Manager;/ppMentorship role to team and other procurement personnel;/ppManage work in fast-paced environment, focused on complex, higher profile technical items;/ppProvide support to other procurement personnel as needed;/ppMaintain knowledge of procurement processes and procedures and execute in accordance with Zachrys standard operating procedures;/ppMaintain knowledge of Oracle, Dragnet, PPMS, and other job-specific IT support systems;/ppDevelop and maintain strong relationships with suppliers, engineers, construction and key stakeholders and personn/ph3Qualifications/h3pHigh School Diploma or GED/ppMinimum 5-7 years of related experience/ppShall have the ability to work independently, think and plan ahead and bring issues to attention of management. Ability to operate Microsoft suite. Ability to work in a fast-paced environment, detail oriented and provide accurate work products/ppExperience using Microsoft Office Productivity tools (Office 365, SharePoint, Teams, etc.) (preferred)/ppExperience creating document templates and workflows in industry digital document approval platforms like DocuSign and Adobe Sign would be beneficial/ppSome travel may be necessary 25% or less (when required)/ppWhat is an added plus?/ppBachelors degree or a diploma with equivalent working experience in lieu of a degree 5-7 years related industry experience preferred Preferred large industrial construction procurement experience Prefer experience in multiple industrial market sectors Prior experience interfacing with client and engineering entities preferred/ppPhysical Demands/ppEmployee will be required to communicate in person, via telephone, email, use of arm/hand steadiness, manual dexterity, finger dexterity, multi limb coordination, oral expression, and comprehension. May be required to lift, carry and move objects safely./ppWork Environment/ppWork will be in a conservative corporate office environment operating and functioning at a fast pace. Working out of cubicles near other various colleagues who are also in cubes. Some may refer to these workspaces as cube farms.
