IT Program Manager

NTT DATA Services is seeking an IT Program Manager to join our team in Arlington, Virginia (US-VA), United States (US). The Technical Program Manager directs and manages technical activities related to implementation, transition, upgrades, testing, break fix, operations, and maintenance. The Technical Program Manager serves as an operational agency Point of Contact and contact for government-owned, external vendor solution elements for interoperability activities, communications, and escalations.

Job Summary:

The Technical Program Manager ensures technology alignment to the strategy, roadmap, and technical architecture decisions of the government. The Technical Program Manager has strong leadership, communication, and project management skills, in-depth technical knowledge, and the ability to adapt to evolving technologies.

Job Duties:

• Supports development of long-term IT strategies, technical roadmaps, and policies aligned with agency missions.
• Oversees network services, server administration, cybersecurity, and cloud platforms.
• Ensures compliance with federal or local regulations (e.g., FISMA, FERPA, HIPAA) and implements robust security controls.
• Directs the modernization of legacy applications and manages the development of new, complex software solutions.
• Acts as a primary liaison between the IT department and other agency departments and stakeholders.

Basic Qualifications:

• Master's degree in IT, Computer Science, Information Systems, Management, or a related field.
• Minimum 10 years of experience in IT management to include systems development, network administration, or technical operations.
• Project Management Certification (example: PMI PMP® Certification).
• Ability to obtain/maintain a Public Trust clearance

Preferred Qualifications:

• Strong communication skills (verbal and written) with demonstrated and proven ability to manage staff, communicate with non-technical staff and officials, and drive organizational change.
• Familiarity with modern cloud infrastructure, particularly AWS.
• Understanding of government IT standards, requirements, best practices, etc.
• Ability to manage multiple requests and deadlines concurrently in a fast-paced environment.

NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $127,792 - $212,988. Actual compensation will depend on a number of factors, including the candidate's relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation.
