Position Summary Under the general direction of the Budget Manager, performs professional analytical work in support of the City's Budget & Financial Planning Division. Primary responsibilities include assisting in the development, administration, and monitoring of the City's annual operating and capital budgets; conducting financial analysis and forecasting; preparing budget reports and recommendations; and supporting organizational planning, special projects, and financial decision-making.The position also supports the City's grant program by assisting the Assistant Budget Manager & Grant Administrator with grant research, application development, grant administration, compliance monitoring, reimbursement requests, reporting, and other grant-related activities. The Budget & Management Analyst works collaboratively with City departments, the Finance Department, executive leadership, funding agencies, and consultants to support sound financial management and advance the City's strategic priorities.

Essential Functions/Typical Working/Mental Demands/Working Conditions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. Assist in coordination of the annual budget development process by assisting with the preparation of budget forms, instructions, schedules, training materials, and the City's budget system; collection, review, and analysis of departmental budget submissions; reconciliation of budget information; tracking budget changes; preparation of financial schedules; and compilation of the annual budget document. Performs financial forecasting, data analysis, cost-benefit analysis, and financial planning through the use of Microsoft Excel, financial systems, and other analytical tools. Works closely with assigned departments to develop budget recommendations, evaluate operational and capital funding needs, identify funding alternatives, and provide financial guidance throughout the budget development process and fiscal year. Assists in researching grant opportunities, preparing grant applications, administering awarded grants, monitoring compliance requirements, coordinating reimbursement requests, preparing required reports, and supporting grant closeout activities. Assists with administration of the Community Development Block Grant (CDBG) program and other federal, state, and local grant programs by coordinating with the Assistant Budget Manager, departments, funding agencies, consultants, and the Finance Department. Assists in preparing financial reports, budget presentations, agenda materials, surveys, and recommendations for executive leadership, the City Council, departments, funding agencies, and other stakeholders. Conducts research on governmental finance, grant opportunities, legislation, industry trends, and best practices, and recommends improvements to financial policies, administrative procedures, operational processes, and organizational effectiveness. Develops and maintains effective working relationships with City departments, executive leadership, the Finance Department, funding agencies, consultants, and community partners while providing responsive customer service and professional support. Utilizes financial systems, budget software, grant management systems, Microsoft Office, Google Workspace, and other business applications to prepare analyses, maintain records, improve reporting, and support departmental operations. Performs other related duties, special projects, and strategic initiatives as assigned. Typical Physical/Mental Demands/Working Conditions Work is generally performed in a professional office environment requiring extensive use of computers and standard office equipment. Requires the ability to analyze complex information, manage multiple assignments simultaneously, communicate effectively, and consistently meet deadlines. May require occasional evening meetings, early morning meetings, or limited travel for training, conferences, or grant-related activities. Qualifications Education: Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Finance, Accounting, or a closely related field. Master’s degree preferred. Experience: Two (2) years of progressively responsible experience in government budgeting, finance, accounting, management analysis, or a closely related field. A master's degree in Public Administration, Business Administration, Finance, Accounting, or a closely related field may substitute for up to two (2) years of the required experience. Licenses and or Certification: Valid Utah Driver License or ability to obtain one within a reasonable time after hire. Knowledge, Skills, and Abilities Knowledge of: Government budgeting, financial administration, accounting principles, and public finance practices. Budget development, financial analysis, forecasting, and performance measurement techniques. Basic principles of federal, state, and local grant programs, grant administration, and compliance requirements. Research methods, statistical analysis, project management, and recordkeeping principles. Applicable federal, state, and local laws, regulations, policies, and reporting requirements. Microsoft Office and Excel, financial systems, databases, and other business software. Effective customer service, communication, and public relations practices. Skills in: Budget preparation, financial analysis, forecasting, and problem solving. Researching, compiling, and analyzing financial, operational, and statistical information. Managing multiple projects, deadlines, and competing priorities simultaneously. Preparing clear, accurate, and concise reports, presentations, documentation, and correspondence. Assisting with grant research, application preparation, administration, and compliance activities. Communicating effectively both verbally and in writing. Building collaborative working relationships with departments, agencies, elected officials, and other stakeholders. Ability to: Analyze complex financial and operational information and develop practical recommendations. Interpret and apply financial policies, grant requirements, laws, regulations, and administrative procedures. Work independently while managing multiple assignments and coordinating with diverse stakeholders. Maintain accurate records, organized documentation, and a high level of attention to detail. Exercise sound judgment, professionalism, discretion, and diplomacy in a fast-paced environment.
