Analyst III: Health Program Analyst

Overview Nakupuna Companies seeks an Analyst III: Health Program Analyst. The Office of Health Programs (OHP) serves as the Bureau of Global Health Security and Diplomacy’s (GHSD) central office for health program implementation and oversight. OHP protects Americans and enhances U.S. security and prosperity by providing technical leadership and award management for lifesaving global health programs. OHP advances international efforts to combat HIV, malaria, tuberculosis, malnutrition, and maternal and child health challenges that threaten global stability and U.S. interests. OHP ensures that U.S. investments in global health achieve measurable results. OHP staff collaborate with foreign governments, organizations, industry, and non-governmental actors to strengthen health systems, improve access to essential services, and reduce morbidity and mortality among children, mothers, and families. The Office develops, implements, and coordinates health program policies and initiatives that promote well-governed country health systems capable of responding to the needs of their people and acting responsibly within the international system. OHP also leads efforts to coordinate health programming with other global donors, support the scale-up of evidence-based best practices, and build self-sufficient health systems abroad. Through this work, OHP saves lives, fosters global health security, and advances U.S. national, economic, and health interests. Responsibilities The Health Program Analyst will provide program and activity management, global technical engagement, and operational support for malaria programs under the America First Global Health Strategy (AFGHS). This position will support partner countries, international organizations, and implementing stakeholders to ensure effective malaria program design, implementation, award oversight, and alignment with U.S. global health priorities. The Health Program Analyst will also support the scale-up of innovations, contribute to the design and selection of new program instruments, apply performance metrics and milestone frameworks, and ensure timely and accurate Congressional reporting. Provide program and activity management for awards implementing malaria programs in countries Strengthen global engagement and provide operational support to countries for malaria programs and the introduction of malaria innovations Develop and oversee strategic frameworks and work plans for malaria programs, with a focus on integration with other health areas Contribute to the design and selection of new program instruments, performance metrics, and milestone frameworks Ensure compliance with Congressional reporting requirements by preparing timely and accurate reports and briefing materials Develop and disseminate technical and operational guidance, tools, and training materials for integrated malaria programs and related award management Monitor program performance, identify implementation challenges, and recommend adaptive strategies to accelerate progress against malaria Engage with Ministries of Health, donors, implementing partners, and other stakeholders to support coordinated planning and implementation across multiple countries in sub-Saharan Africa Support the selection, rollout, and monitoring of innovations relevant to malaria prevention, case management, surveillance, and integrated service delivery Document and share lessons learned, best practices, and recommendations to inform global and country-level policy and practice Deliverables: Award management plans and oversight reports Operational and technical guidance documents, tools, and training materials for malaria programs, with a focus on integration and the introduction of innovations Inputs into the design and selection of new program instruments and performance metrics Congressional reports and briefings prepared and submitted on schedule Regular progress reports and a final summary report detailing achievements, challenges, lessons learned, and recommendations Qualifications Skills/Qualifications: Demonstrated ability to operate effectively in complex and evolving environments. Strong analytical and organizational skills, with the ability to manage multiple priorities and provide clear technical and operational guidance. Experience managing malaria prevention and case management programs in sub-Saharan Africa Experience with award design, award management, and oversight of large-scale global health portfolios, including multi-country or multi-partner initiatives Strong analytic skills in applying malaria performance metrics and milestone-based approaches for health programs in developing countries Excellent written and verbal communication skills, with the ability to convey complex technical information to diverse audiences Strong organizational skills and the ability to manage multiple projects and priorities under tight deadlines Familiarity with U.S. government regulations and Congressional reporting processes and requirements Proven ability to work collaboratively with Ministries of Health, donors, and implementing partners to advance progress against malaria across multiple countries in sub-Saharan Africa Strong programmatic knowledge in malaria and related health areas, including vector control, case management, community health, chemoprevention, health systems strengthening, and surveillance Experience with malaria donor coordination, global stakeholder engagement, and partnership development Demonstrated ability to provide operational and technical guidance on malaria and related fields and to support capacity building for country teams Verbal and written French skills desirable Proficiency in Microsoft Office 365 applications, with experience in SharePoint preferred Experience living and/or working in international settings preferred Education and Experience: Master’s degree or higher in Public Health, Biomedical Sciences, Health Policy, or a related field Minimum 6 years of progressively responsible experience in global health implementation, award management, and programmatic support to countries, with a focus on malaria, including oversight of large-scale portfolios and Congressional reporting Demonstrated experience supporting malaria programs in a government, donor, or international development context Work Schedule: Position is full-time, 40 hours per week (Monday-Friday) Travel: 25% International travel required Clearance Requirements: Must possess or be able to obtain and maintain a Secret-level security clearance. Must be a U.S. citizen. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation : Ability to perform repetitive motions with the hands, wrists, and fingers. Ability to engage in and follow audible communications in emergency situations. Ability to sit for prolonged periods at a desk and working on a computer. The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract‑specific affordability, organizational requirements, and position location. The projected compensation for this position is $95,000.00 to $100,000.00 (annualized USD).
